18.104.010 - Application made to zoning administrator.

Application for a zoning permit shall be made to the zoning administrator, accompanied by a fee as specified by the Board of Supervisors to defray costs of investigation and publication. Proceedings to issue a zoning permit shall be initiated by the zoning administrator by giving the notice of a public hearing as provided in Section 18.108.060. The zoning administrator shall hold the public hearings for granting zoning permits, and shall grant or deny such permits upon the considerations herein provided.

18.104.020 - Approval-Consideration by administrator.

Approval of the uses listed as being allowed with a zoning permit in each zoning district shall be made by the zoning administrator and shall be based on consideration that the use will not violate the spirit or intent of this title; be contrary to the public health, safety or general welfare; be hazardous, harmful, noxious, offensive or a nuisance by reason of noise, dust, smoke, odor, glare or other similar factors; or for any other reason cause a substantial adverse effect upon the property values and general desirability of the neighborhood or of the county.

18.104.030 - Conformance to structure and lot regulations.

Except as may be specifically provided, any use allowed with a zoning permit shall conform to the structure location regulations, the structure height regulations, the lot dimension regulations, and any other specific regulations of the zoning district in which it is located.

18.104.040 - Compliance with other conditions.

The zoning administrator may require compliance with such other conditions as may be deemed necessary in the specific situation in addition to any which may be herein stated.

18.104.050 - Determination of grant appropriateness.

It is required that location, building and site plans, and plan of operation be submitted to the zoning administrator and that such plans be in sufficient detail to enable the zoning administrator to make his determination as to the appropriateness of the proposed grant of a zoning permit based on the compatibility of the use to the area; the suitability of architectural and landscape treatment; the satisfactory provision for parking and circulation needs; the provision for drainage and sewage disposal; the provision for adequate planting screen and the provision for operational control devices where necessary to eliminate noise, dust, odor, smoke or glare; and such other factors as would be pertinent to such determination.
