SIGNS

§ 27-601. Purpose.

The Borough recognizes that attractive, appropriately coordinated, well-designed signs can have a positive impact on local business and the community in general. Recognizing that the Borough desires to promote quality development and a pleasing community character that will stimulate business and attract people, this Part provides appropriate sign standards and regulations for the following purposes:
      A.   To promote safety, comfort, and well-being of the users of streets, roads and highways in the Borough.
      B.   To reduce distractions and obstructions from signs which would adversely affect traffic safety, and to alleviate hazards caused by signs projecting over or encroaching upon public ways.
      C.   To discourage excessive visual competition in signage and ensure that signs aid orientation and adequately identify uses and activities to the public.
      D.   To preserve or enhance the Borough’s character by requiring new and replacement signage which is:
         (1)   Creative and distinctive.
         (2)   Compatible with the surroundings.
         (3)   Appropriate to the type of activity to which it pertains.
         (4)   Expressive of the identity of individual proprietors or of the community as a whole.
         (5)   Appropriately sized in its context, so as to be easily readable.

§ 27-602. Administration.

   1.   Permit; Application Procedure.
      A.   No sign, with the exception of those outlined in § 27-603(1) and signs installed by the direction of municipal, State, Federal or other governmental agency, shall be erected, placed, installed, altered, relocated or replaced until a permit has been applied for and issued. Applications shall be on forms provided by the Borough and shall be made to the Zoning Officer. An application for an off-premises sign shall be accompanied by written consent of the owner or lessee of the property upon which the sign is to be erected or placed. Permit requirements apply to temporary signs.
      B.   Plans and specifications shall be submitted with the application showing the location, dimensions, message, materials, illumination, letter sizes colors, location of sign in relationship to the building and details of construction including load stresses and anchorage. Plans shall be drawn to scale and be sufficiently clear, comprehensive, detailed and legible so that together with any accompanying specifications and information, determination can be made as to whether or not the proposed sign will comply with the requirements of these regulations and with the installation requirements of the Building Code of the Borough.
      C.   Any sign permit issued shall be valid only while such sign and support structure is maintained in a safe, sound and nonhazardous condition.
      D.   If necessary, a conforming sign may be removed and reinstalled for normal maintenance activities without requiring the submission of an application.
      E.   Temporary signs located within the right-of-way will be removed and disposed of by the Borough.
   2.   Measurement of Sign Area. The area of a sign shall be computed in the following manner:
      A.   The measurement of sign area shall mean the entire area within a single perimeter enclosed by one continuous line, connecting the extreme wedges or points of a sign, together with any material of color forming an integral part of the display or used to differentiate such sign from the background against which it is placed.
      B.   When two sides of a double-faced sign are located not more than 28 inches apart at the widest point and not more than 18 inches apart at the narrowest point, and display identical writing or representation, only one of the sides shall be used to determine the surface area. Any additional sides of a multi-faced sign shall be considered as a separate sign for purposes of computing the total surface area of the sign.
      C.   Sign area shall not include the main supporting sign structure in determining sign area.
   3.   Measurement of Height. The height of a sign shall be computed as the distance from the base of the sign at normal grade to the top of the highest attached component of the sign. Normal grade shall be construed to be the lower of (A) existing grade prior to construction of (B) the newly established grade after construction, exclusive of any filling, berming, mounding or excavating solely for the purpose of locating the sign. In cases in which the normal grade cannot reasonably be determined, sign height shall be computed on the assumption that the elevation of the normal grade at the base of the sign is equal to the elevation of the nearest point of the crown of a public street or the grade of the land at the principal entrance to the principal structure on the lot whichever is lower.
   4.   Measurement of Setback Requirements. The setback requirement shall be measured from the outermost edge of the sign to the existing right of way line.
   5.   Signs Within Intersection Sight Triangles.
      A.   No signs may obstruct the line of sight in accordance with the Borough of Marysville Subdivision and Land Development Ordinance [Chapter 22].
      B.   To ensure clear line of sight, signs that may be located in the intersection sight triangle shall be at a height under 3½ feet or over 12 feet provided all other ordinance requirements have been met.
   6.   Line of Sight.
      A.   No signs may obstruct the line of site requirements as defined in Borough of Marysville Code of Ordinances.
      B.   To insure clear line of sight, signs that may be located in the intersection or private exit way in which nothing is erected, placed, planted or allowed to grow in such a manner as to limit or obstruct the sight distance of motorists entering or leaving the intersection.

§ 27-603. General Standards.

   1.   Exempt Signs from Sign Permit and Fee. A sign permit and fee shall not be required for any of the following signs. The exemption shall apply only to the requirement for obtaining a sign permit and paying the fee, and shall not be construed as relieving the owner of such sign from the responsibility for erection, for maintaining it in a safe condition and from being in conformance with the applicable requirements states in this Part:
      A.   Address sign.
      B.   Private sale or event sign.
      C.   Construction sign.
      D.   Driveway or trespassing sign.
      E.   Home occupation sign.
      F.   Memorial signs, tablets or plaques depicting the National Register of Historic Places, the name of the building and date of erection when cut into a masonry surface or when constructed of bronze or other noncombustible material. Any sign which has been authenticated as historically significant and accurate for its specific location, whether original or a replica shall be exempt from the regulations of this Part.
      G.   Political signs.
      H.   Real estate signs.
      I.   United States, State and municipal flags.
      J.   Works of art that do not included a commercial message.
   2.   Prohibited Signs.
      A.   Flashing or animated signs. (Flashing or animated signs that are clocks, time or temperature signs or barber poles shall not be considered as a prohibited sign if it complies with the other provisions of this Part.)
      B.   Signs on vehicles permanently parked or intended as directional signs. Temporary portable or trailer signs in or on a vehicle are prohibited.
      C.   Signs that violate or advertise activities that violate Federal, State or local laws, regulations or ordinances.
      D.   Signs which by reason of size, location, movement, content, coloring or manner of illumination obstruct the vision of drivers leaving or entering a public street from another street or driveway and/or obstruct or detract from the visibility or effectiveness of any traffic control device or traffic sign on a public street.
      E.   Signs which make use of words such as “stop,” “look,” “one-way,” “danger,” “yield,” “go slow,” “caution,” or any similar words, phrases, symbols, lights or characters in such a manner as to interfere with, mislead or confuse traffic or which imitate an official traffic sign or signal.
      F.   Signs which advertise an activity, business, product or service no longer produced or conducted. In such case, such sign shall be removed within 30 days after the activity, business, product or service is discontinued.
      G.   Signs which are placed or located within the public right-of-way except signs erected at the direction of municipal, State, Federal or other governmental agency.
      H.   Signs painted on, pasted or attached to or supported by utility poles, trees, a stone, cliff or other natural object.
      I.   String lights around signs.
      J.   Signs which obstruct free ingress to or egress from a fire escape, door, or other exit way.
      K.   Signs which are structurally unsafe or in a state of disrepair.
      L.   Roof signs, except integral roof signs.
      M.   Inflatable signs.
      N.   Signs that emit smoke, visible vapors, particles, sound or odor.
      O.   Signs that incorporate or employ open flames.
      P.   Illuminated signs which adversely affect: (1) safe vision of operators of vehicles moving on public or private streets or parking areas; (2) any residential district or any part of a building or property used for residential purposes.

§ 27-604. District Regulations in the Conservation, R-1 and R-2 Districts.

Signs in the Conservation, R-1 and R-2 Districts shall meet the following requirements:
      A.   Permitted Signs.
         (1)   Address sign.
         (2)   Construction sign.
         (3)   Development sign.
         (4)   Directional sign.
         (5)   Home occupation sign.
         (6)   Nonresidential. One identification wall sign not to exceed 12 square feet in area shall be permitted for each principal nonresidential uses.
         (7)   Nonresidential. One identification and information freestanding sign per street frontage, not to exceed 32 square feet in area, shall be permitted for each principal nonresidential use. For more than one nonresidential use, the freestanding sign shall be a joint identification sign.
         (8)   Nonresidential. One information sign not to exceed 12 square feet in area shall be permitted for each principal nonresidential use.
         (9)   Political sign.
         (10)   Real estate signs.
         (11)   Signs indicating the private nature of a driveway, or trespassing signs, provided that the size of any such sign shall not exceed 2 square feet.
         (12)   Signs of schools, colleges, churches, hospitals, sanitariums or other institutions of a similar nature (freestanding, wall and/or projecting), not exceeding 64 square feet sign area. Such sign shall not exceed 8 feet height and must set back 2 feet.
         (13)   Temporary signs for nonresidential uses only.

§ 27-605. District Regulations in the C-1, C-2, C-3 and GI Districts.

Signs in the C-1, C-2, C-3 and GI Zoning Districts shall meet the following requirements:

§ 27-606. Standards for Specific Types of Signs.

   1.   Address Sign.
      A.   Shall be permitted in all districts.
      B.   Two signs permitted per dwelling unit, excluding mail boxes.
      C.   May be a wall or freestanding sign.
      D.   Freestanding signs shall be set back a minimum of 2 feet from right-of-way, except mail boxes.
      E.   Such sign shall not exceed 10 feet in height.
      F.   Such sign shall not exceed 2 square feet in area.
   2.   Awning Sign.
      A.   Shall be permitted in C-1, C-2, C-3 and GI Zoning Districts.
      B.   Such sign must be painted on or attached flat against the surface of the awning but not extend beyond the valance or be attached to the underside.
      C.   A minimum of 8 feet above sidewalk level must be allowed for pedestrian clearance.
   3.   Billboard Signs.
      A.   Shall be permitted along 11 and 15 both sides from the southern border line of the Borough of Marysville to the southern side of the intersection of Ridgeview Drive and Routes 11 and 15; and, from the intersection of the northern boundary of the C-2 District and Routes 11 and 15 to the northern boundary line of the Borough.
      B.   Shall not exceed 300 square feet of sign area per side.
      C.   Shall not be less than 35 square feet of sign area.
      D.   Shall not be a wall or projecting sign.
      E.   Back-to-back, V-type, side-by-side and double decked signs are permitted and shall be treated as one sign structure.
      F.   Must be setback 10 feet.
      G.   Placement.
         (1)   No billboard sign shall be permitted within 100 feet of a residential district.
         (2)   No billboard sign shall be placed within 50 feet of a street intersection.
         (3)   No billboard sign shall be permitted within 100 feet of a public recreation facility, park, school or church.
      H.   A 10-foot landscaped strip shall be provided extending 5 feet beyond each end.
         (1)   Must be located 500 feet apart in any direction.
         (2)   Shall be considered a principal use.
      I.   Only one billboard shall be permitted per lot.
   4.   Construction Signs.
      A.   Shall be permitted in all districts.
      B.   Such individual sign shall not exceed 16 square feet in area; joint sign shall not exceed 32 square feet in area.
      C.   Shall be set back a minimum of 10 feet.
      D.   Shall not exceed 8 feet in height.
      E.   Such a sign shall be permitted on the property 30 days prior to start of construction and not more than 30 days following the completion of said construction.
   5.   Development Signs.
      A.   Shall be permitted in all districts.
      B.   Shall not exceed 24 square feet in area.
      C.   Shall be set back a minimum of 5 feet from the public right of way.
      D.   Shall not exceed 8 feet in height.
   6.   Directional Signs.
      A.   Shall be permitted in C-1, C-2, C-3 and GI Zoning Districts.
      B.   One directional sign permitted per entrance or exit.
      C.   Shall set back a minimum of 2 feet.
      D.   Shall not exceed 3½ feet in height.
      E.   Shall not exceed 12 square feet in sign area.
   7.   Freestanding Signs.
      A.   Freestanding signs shall be set back a minimum of 5 feet. Freestanding directional signs shall be setback a minimum of 2 feet. These standards shall apply unless otherwise specified in the Part.
      B.   On corner lots or private exit ways, no freestanding sign shall be erected within the intersection sight triangles as defined by § 27-602(5).
      C.   Maximum height of a freestanding sign shall be 35 feet, unless otherwise specified.
      D.   Freestanding identification signs must be 150 feet apart per lot or establishment whichever applies.
      E.   Freestanding identification signs must be 5 feet from side property lines.
      F.   A flag sign except United States, State, and municipal flags, that is installed permanently shall be considered a freestanding sign and shall comply with all requirements of this Part.
      G.   On a single lot, each individual business that occupies its own completely detached building may have a freestanding sign.
   8.   Home Occupation Signs.
      A.   Shall be permitted in Conservation, R-1 and R-2 Zoning Districts.
      B.   Shall not exceed 2 square feet in area.
      C.   One home occupation sign shall be permitted per dwelling.
      D.   A home occupation sign may be a wall, freestanding or projecting sign.
      E.   A freestanding home occupation sign shall not exceed 8 feet in height.
      F.   A freestanding home occupation sign shall setback a minimum of 2 feet.
   9.   Illuminated Signs.
      A.   Illuminated signs shall not project light or glare onto residential properties and public roads.
      B.   Gas-filled light tubes (e.g., neon) shall be allowed.
      C.   Internal illumination is permitted in:
         (1)   Individual back-lit letters which are silhouetted against softly illuminated walls.
         (2)   Individual letters with translucent faces, containing soft lighting elements inside each letter.
         (3)   Metal-faced box signs with cut-out letters and self-glow fluorescent tubes.
      D.   Direct external lighting shall be permitted as follows:
         (1)   Signs shall be illuminated only with steady, stationary, shielded light sources directed solely onto the sign without causing glare.
         (2)   Light sources which cast light on signs shall be shielded by opaque material so that the bulbs, flood lights or tubes are not visible off the property on which the signs are located.
   10.   Individual Identification and Joint Identification Signs.
      A.   The display board shall be of an integrated and uniform design.
      B.   Joint freestanding identification signs shall be required for a lot with more than one establishment. The maximum sign area permitted if 32 square feet for the sign bearing the name of the building or office park, and 18 square feet for the name of each business or office located therein. Total square footage of joint freestanding signs shall not exceed 72 square feet.
      C.   A joint sign shall be freestanding only.
      D.   Properties with over 300 feet of frontage will be allowed two freestanding signs.
      E.   For wall signs, the maximum square foot of sign area shall be 1.5 times the line at store frontage.
      F.   For wall signs on buildings with more than one facade, one wall sign shall be permitted for each facade. The maximum sign area shall be 50% of the area permitted for the store frontage.
   11.   Integral Roof Signs.
      A.   Shall be permitted in the C-1, C-2, C-3 and GI Zoning Districts.
      B.   Shall not extend more than 6 inches from the roof.
      C.   Integral roof signs shall be considered a wall sign when calculating square footage.
   12.   Information Sign.
      A.   Located in the C-1, C-2, C-3 and GI Zoning Districts and nonresidential uses in the Conservation, R-1 and R-2 Zoning Districts.
      B.   May be wall, projecting or freestanding.
      C.   Shall not exceed 12 square feet in sign area.
   13.   Nonconforming Signs.
      A.   Nonconforming signs shall be permitted to continue subject to the following provisions:
         (1)   In the event a business ceases operation for a period of time in excess of 30 days, the sign owner or lessee, or the property owner shall immediately remove any sign identifying or advertising such business or any product sold thereon. Any subsequent signs shall thereafter comply with this Part.
         (2)   In the event a nonconforming sign is damaged, dangerous, destroyed, or in disrepair to any extent by any means, such sign may be repaired and reinstalled.
         (3)   A nonconforming sign shall be made to comply with the requirements of this Part when a sign frame is replaced or the sign is relocated.
         (4)   This subsection shall not apply to temporary signs.
         (5)   In the event a nonconforming billboard sign is damaged, dangerous, destroyed, or in disrepair at cost of 50% of the replacement cost of the billboard sign, the billboard sign shall be removed and any subsequent billboard sign shall meet the requirements of this Part.
   14.   Off-Premised Signs.
      A.   Off-premises signs shall be permitted in the C-1, C-2, C-3 and GI Zoning Districts.
         (1)   Shall not be larger than 12 square feet in area, unless otherwise specified.
         (2)   Must be set back 2 feet.
         (3)   Must be located 500 feet apart.
         (4)   There shall be not more than two off-premises signs at one location.
   15.   Painted Wall Sign.
      A.   A sign painted on a wall shall be considered a wall sign and meet the requirements applicable to the zoning district in which it is situated.
      B.   Advertising painted upon or displayed upon a barn or other structure shall be considered a sign and shall comply with the regulations of this Part.
   16.   Political Sign.
      A.   Shall be permitted in all districts.
      B.   Such signs are permitted if they are stationary, unlighted and temporary.
      C.   Such signs may be displayed no earlier than 30 days prior to a voting day, and shall be removed within 7 days after a voting day.
      D.   Such signs shall not exceed 16 square feet in area.
      E.   An escrow deposit in an amount to be set by resolution of Council shall be required from each political party or each unendorsed or unaffiliated candidate to cover the cost of removal of such signs by Borough employees. Upon application by the depositor, such deposit, or a portion thereof, may be refunded if all such signs are timely removed. Refunds shall be made 15 days after Election Day.
   17.   Product Sign.
      A.   Product signs shall be permitted in C-1, C-2, C-3 and GI Zoning Districts.
      B.   A product sign may be a wall, freestanding or projecting sign.
      C.   The product name shall not occupy more than 25% of the sign area.
   18.   Projecting Sign.
      A.   Projecting signs shall be attached to the building wall.
      B.   The supporting framework for projecting signs shall be in proportion to the size of such sign.
      C.   Projecting signs which overhang a pedestrian or vehicular way (including sidewalks) shall be covered by a liability insurance policy which names the property owner as the insured party. A copy of such policy shall be provided yearly to the Borough.
      D.   Signs shall not project into a public right of way.
      E.   There shall be no more than one projecting sign per establishment.
      F.   Projecting signs shall have a minimum clearance of 8 feet above grade level.
      G.   Projecting signs shall have a minimum clearance of 13 feet when projecting over a private vehicular way.
   19.   Real Estate Sign.
      A.   Real estate signs shall be permitted in all districts.
      B.   In the Conservation, R-1 and R-2 Zoning Districts, real estate signs shall meet the following requirements:
         (1)   Shall not exceed 6 square feet in area.
         (2)   Shall not exceed 6 feet in height.
         (3)   Setback for real estate signs shall be 2 feet.
         (4)   Not more than one sign shall be placed upon any property unless such property has a frontage of 100 feet or more in which case two signs shall be permitted for one property.
         (5)   Four corner lots, each street frontage may be permitted one sign unless such property has a frontage of 100 feet or more in which case two signs shall be permitted for each street frontage.
         (6)   Real estate signs must be removed within 48 hours after transfer of title to the property or possession of the property.
      C.   In C-1, C-2, C-3 and GI Zoning Districts, real estate signs shall meet the following requirements:
         (1)   Shall not exceed 20 square feet in area.
         (2)   Shall not exceed 8 feet in height.
         (3)   Setback for real estate signs shall be 2 feet.
         (4)   Not more than one sign shall be placed upon any property unless such property has a frontage in excess of 100 feet, in which case two signs shall be permitted for one property.
         (5)   For corner lots, each street frontage may be permitted one sign unless such property has a frontage in excess of 100 feet in which case two signs shall be permitted.
         (6)   Must be removed within 48 hours after transfer of title to the property or possession of the property.
   20.   Temporary Signs.
      A.   Portable or trailer signs, banner or pennant signs, flag signs or search lights may be placed only within the C-1, C-2, C-3 and GI Zoning Districts.
      B.   Portable or Trailer Signs.
         (1)   Shall only be displayed for a period not greater than 30 consecutive days.
         (2)   May be displayed for a period not to exceed 90 days within a calendar year.
         (3)   A zoning permit shall be issued for each 30-day period.
      C.   Banner Signs or Pennants.
         (1)   Shall be displayed for a period not to exceed 10 days for special events such as grand openings, promotions, etc.
         (2)   A zoning permit shall be issued for each 10-day period.
         (3)   May be displayed for a period not to exceed 30 days in a calendar year.
      D.   Flag Signs.
         (1)   Flag signs that are not permanently installed shall be displayed for a period not to exceed 10 days for special events such as grand openings, promotions, etc.
         (2)   May be displayed for a period not to exceed 30 days in a calendar year.
         (3)   A zoning permit shall be issued for each 10-day period.
      E.   Search Lights.
         (1)   Shall only be displayed for a period not greater than 24 consecutive hours.
         (2)   May be displayed for a period not to exceed 72 hours within a calendar year.
         (3)   A zoning permit shall be issued for each 24-day period.
      F.   The above requirements do not apply to signs exempt from sign permits and fees in accordance with § 27-603(1).
   21.   Wall Signs.
      A.   Individual letters or symbols used to create a wall sign shall meet the following requirements:
         (1)   Letters or symbols shall not project more than 12 inches from the building surface.
         (2)   Such letters and symbols shall not obscure the architectural features of the building to which they are attached.
         (3)   Such letters and symbols shall not extend above the lowest part of the roof, nor beyond the ends of the wall to which they are attached.
      B.   A wall sign shall not project more than 12 inches horizontally from the wall of the building and must be a minimum of 8 feet above the sidewalk.
      C.   Where a lot fronts on more than one street, the aggregate sign area for each street frontage shall be calculated separately.
      D.   Wall signs shall not extend above the lowest point of the roof, nor beyond the ends of the wall to which it is attached.
      E.   Wall signs shall not extend higher than the eave line or top of the parapet wall of the principal building.
   22.   Window Signs.
      A.   Window signs shall not exceed more than 30% of the window area in which they are displayed.

§ 27-607. Signs Definitions.

   1.   General Definitions.
      ANIMATED SIGN - any sign or part of a sign which changes physical position by any movement or rotation or which gives the visual impression of such movement or rotation.
      SIGN - any object, device, display or structure, or part thereof, visible from a public way, which is used to advertise, identify, display, direct or attract attention to a person organization, institution, business, product service, event or location. A sign includes writing, representation or any other figure of similar character within a building when located in a window.
      SIGN AREA - the entire face of a sign, including the advertising surface and any framing, trim or molding, but not including the supporting structure.
      SIGN FACE - the area of display surface used for the message.
   2.   Signs defined according to location on premises and/or method of attachment.
      AWNING, CANOPY OR MARQUEE SIGN - a sign that is mounted or painted on, or attached to an awning, canopy or marquee that is otherwise permitted by ordinance.
      BANNER SIGN - a temporary sign of lightweight fabric or similar material that is temporarily mounted to a pole or a building.
      FLAG SIGN - any fabric, banner or bunting containing distinctive colors, patterns or symbols used as a form of advertisement.
      FREESTANDING SIGN - any nonmoveable sign not affixed to a building
      GROUND SIGN - any sign other than a pole sign permanently placed upon or supported by the ground independent of any other structure.
      INTEGRAL ROOF SIGN - any sign erected or constructed as an integral or essentially integral part of a normal roof structure of any design such that no part of the sign extends vertically above any portion of the roof and such that no part of the sign is separated from the rest of the roof by a space of more than 6 inches or which is painted on the roof.
      OFF-PREMISES SIGN - a sign which directs attention to a business or profession conducted or to a commodity or service sold, offered or manufactured or to an entertainment offered off the premises where the sign is located.
      ON-PREMISES SIGN - a sign located on the same premises on which the use is located and clearly incidental and associated with the operation of that use.
      PAINTED WALL SIGN - a permanent mural or message painted directly onto a building surface.
      PENNANTS - a temporary sign made of lightweight plastic, fabric or other material, whether or not containing a message of any kind, suspended from a rope, wire or string, usually in series, designed to move in the wind.
      POLE SIGN - a sign that is mounted on a freestanding pole or other support so that the bottom edge of the sign face is nine feet or more above grade.
      PORTABLE SIGN - a sign that is not permanently affixed to a building, structure or the ground.
      PROJECTING SIGN - a sign that is erected on the outside wall of a building that projects out at an angle.
      ROOF SIGN - a sign which is erected, constructed and maintained on or above the roof line of any building or structure.
      TEMPORARY SIGN - any sign which is moveable, not permanently attached to the ground, a structure or other sign, and designed or constructed in such a manner that it can be moved or relocated without involving any structural or support changes, intended for a limited period of display or constructed out of cloth, canvas, plastic, sheet, cardboard or other like material.
      TRAILER SIGN - a sign which is attached to, supported by or part of a structure which is designed to be moved on trailer wheels, skids, or other similar device; or transported by a motor vehicle. It is designed to be moved and is not permanent, nor is it intended to be permanently attached to a building, structure or the ground.
      WALL SIGN - a sign fastened to or painted on the wall of a building or structure in such a manner that the wall becomes the supporting structure for or forms the background surface of the sign and which does not project more than 12 inches from such building or structure.
      WINDOW SIGN - a sign that is applied or attached to the exterior or interior of a window within a building so that it is visible from the exterior of the structure through a window.
   3.   Signs defined according to type of message conveyed.
      ADDRESS SIGN - a sign or nameplate, located on the premises, giving the name or address, or both of the owners or occupants of a building or premises.
      BILLBOARD - a sign which directs attention to a business or profession conducted, or to a commodity or service sold, offered or manufactured, or to an entertainment offered off the premises.
      BULLETIN BOARD - a permanent sign with moveable letters, words, or materials, indicating the names of persons associated with, products and/or services offered on the premises.
      CHANGEABLE COPY SIGN - a sign designed to allow frequent message changes, either electronically or manually, such as time and temperature or a theater marquee sign.
      CONSTRUCTION SIGN - a temporary sign identifying an architect, contractor, subcontractor, owners, financial supports, material supplier and similar individuals or firms having a role in construction on the property on which the sign is located
      DEVELOPMENT SIGN - a permanent sign which, by symbol or name, identifies a development, including a subdivision, neighborhood, residential development, shopping center or commercial, industrial or office complex.
      DIRECTIONAL SIGN - a sign limited to providing entrance and exit information necessary to direct traffic flow which does not include any commercial message, but can include business name or logo.
      HOME OCCUPATION SIGN - a sign containing only the name and occupation of a permitted home occupation.
      IDENTIFICATION SIGN - a sign indicating the name, owner, manager, logo, trademark or other identifying symbol, and address of a building, business, development or establishment on the premises where it is located. “Name” may include the type of goods or services rendered, but not brand names.
      INFORMATION SIGN - a sign commonly associated with information necessary or convenient for visitors coming on the property, including signs marking parking areas, circulation direction, bathroom facilities, pickup and delivery areas or telephone which does not include commercial messages or names.
      JOINT IDENTIFICATION SIGN - a group of signs clustered together in a single structure or compositional unit used to advertise several occupants of the same building or building complex.
      MEMORIAL SIGN - a sign, tablet or plaque memorializing a person, event, structure or site.
      POLITICAL SIGNS - a temporary sign announcing or supporting political candidates or issues in connection with any national, state or local election.
      PRIVATE SALE OR EVENT SIGN - a temporary sign advertising private sales of personal property such as house sales, garage sales and the like or private not-for-profit events such as picnics, carnivals, bazaars, game nights, art fairs or craft shows.
      PRODUCT SIGN - a sign or portion of a sign that depicts a specific name brand product that is sold on the premises.
      REAL ESTATE SIGN - a sign which directs attention to the promotion, development, rental, sale or lease of the property on which the sign is located.
      TEMPORARY SIGN - a sign intended to be used for a period of no more than 30 days. Exceptions for pennants and similar devices intended for civic purpose may be granted by special permit.
   4.   Signs defined according to degree of illumination.
      DIRECT EXTERNAL LIGHTING - lighting that is external but integral to the sign, such as flood or spotlights, lights directed toward the sign.
      FLASHING SIGN - any directly or indirectly illuminated sign which contains an intermittent or flashing light source by means of animation or an external intermittent light source.
      ILLUMINATED SIGN - any sign lit by electrical bulbs, fluorescent lights, neon bulbs or exposed to artificial light either by lights on or in the sign or directed towards the sign. Neon tubes used as abstract, graphic, decorative or architectural elements shall also be considered to constitute an illuminated sign.
