17-6 Supplementary

Regulations

17-6-1 Applicability of this chapter.

The intent of this chapter is to provide for miscellaneous land development standards which are applicable in this title. An individual is required to follow all applicable standards under this title. When a conflict exists between these supplementary regulations in this chapter and an individual zone, the standards of the individual zone shall supersede these supplementary regulations unless otherwise stated. 17-6-2 Water conservation standards.

All new landscaping in all zones in the city shall conform with the Jordan Valley Water Conservancy District Water Efficiency Standards as published on the District’s website (jvwcd.org). This requirement shall supersede individual zone requirements notwithstanding Section 17-6-1. (Ord. 2024-12 § 1 (Att. A))

17-6-3 Outdoor storage and storage yard standards.

Outdoor storage and storage yards shall meet the following requirements:

A. Location.

1. Outdoor storage shall be located in the side or rear yard of the primary structure.

2. Storage yards shall not be permitted within two hundred fifty feet of a primarily residential zone.

B. Lot Area. Outdoor storage shall not constitute more than fifteen percent of the lot area.

C. Height. Items stored within twenty feet of fencing may not exceed the height of the fence.

D. Screening. Outdoor storage and storage yards must be screened from public view. Fencing shall be made of CMU or decorative concrete. All fencing must be at least six feet in height and may not exceed the maximum height of permitted fencing within the zone.

E. Paving. Outdoor storage shall be surfaced with asphalt, recycled asphalt, or concrete.

F. Prohibited Items. Rooftop storage, hazardous materials, junk, junk cars, and debris are prohibited. (Ord. 2024-17 § 1 (Att. A))

17-6-4 Home occupation standards.

Each application for a business license for a home occupation shall include the owner’s covenant that the proposed use:

A. Shall not include outdoor storage, outdoor display of merchandise, nor parking/storage of any vehicle in excess of twelve thousand pounds gross vehicle weight;

B. Shall not include identifying signage in excess of a two-square-foot nameplate attached to the dwelling;

C. Is limited to the on-site employment of immediate family who occupy the dwelling (this criteria is not intended to limit the number of employees who are engaged in business for the home occupation but work off premises);

D. Shall not alter the residential character or appearance of the dwelling or neighborhood;

E. Shall not occupy more than twenty-five percent of the main floor of the dwelling nor more than fifty percent of the floor area of any garage or outbuilding in which the use is conducted;

F. Shall not generate business-related vehicular traffic in excess of three vehicles per hour;

G. Shall not cause a demand for municipal services in excess of that associated with normal residential use;

H. Shall be enclosed within a structure in complete conformity with current building, fire, electrical and plumbing codes;

I. Is not a mortuary, animal hospital, kennel, clinic, hospital, RV storage yard, junkyard, auto repair service, commercial stable or sexually oriented business. (Ord. 2024-27 § 1 (Att. A))

17-6-5 Vehicle-related uses.

Vehicle-related uses include rental, sales (major), sales (minor), filling stations, and repair. Vehicle related uses shall meet the following requirements:

A. Parking Requirement. Development must provide off-street parking with adequate provisions for independent ingress and egress by automobiles and other motorized vehicles as follows. If a project incorporates two uses, the use requiring the higher number of parking spaces shall govern. Whenever the calculation results in a fractional number, the number of spaces required must be rounded up to the next whole number.

Sales (Minor)

3 spaces plus 2 per employee per shift and a minimum of 2 for customers

Filling Stations

5 per 1,000 square feet of net leasable floor area

Repair

1 space per employee per shift plus 4 per service bay

B. Vehicle Sales (Minor) Standards. A maximum of three vehicles may be displayed outside. All vehicles must be parked within an improved parking area in designated parking stalls. Up to ten additional for sale vehicles may be stored indoors. (Ord. 2025-16 § 1 (Att. A))
