Neighborhood Business
The purpose of this chapter is to implement the neighborhood commercial and the multi-family residential land use designation, policies and proposals set out in the comprehensive plan. The intent of the neighborhood business (NB) district is to provide compact pedestrian-oriented retail and service opportunities within walking distance of adjacent residential/mixed-use neighborhoods. Principal uses are:
A. Retail sales, except vehicles;
B. Offices;
C. Personal and professional services;
D. Restaurants, cafes, and eating and drinking establishments;
E. Residential above ground floor commercial and/or office;
F. Permanent supportive housing; and
G. Transitional housing. (Ord. 2024-928 § 2 (Exh. A); Ord. 2005-609 § 2)
Secondary uses are:
A. Outside sales, display and eating and drinking establishment seating, subject to the performance standards under MCMC 17.22.070(C). (Ord. 2008-682 § 2; Ord. 2005-609 § 2)
Conditional uses permitted in this zoning district shall be processed in accordance with Chapter 17.28 MCMC. Conditional uses are:
A. Public facilities/utilities and essential public facilities;
B. Day care centers;

All development in the NB zone district shall be processed through the binding site plan process as a planned area development pursuant to Chapter 16.12 MCMC. (Ord. 2005-609 § 2)
The maximum floor area shall be 5,000 square feet. (Ord. 2005-609 § 2)
A. Minimum density: None.
B. Maximum density: 30 dwelling units per acre. (Ord. 2025-933 § 2 (Exh. A); Ord. 2005-609 § 2)
The maximum lot coverage shall be 85 percent for building and parking. At least 15 percent of the site must be landscaped. (Ord. 2005-609 § 2)
Maximum height shall be 50 feet. (Ord. 2005-609 § 2)
Minimum setbacks shall be:
A. Front yard: None.
B. Side yard: None, except where abutting residential: 20 feet.
C. Rear yard: None, except where abutting residential: 20 feet. (Ord. 2005-609 § 2)
Streetscape design and roadway buffer/cutting preserve tracts adjacent to arterial and collector streets shall be provided in accordance with the comprehensive plan, streetscape element. Roadway buffer/cutting preserves to be provided range from 35 feet from the edge of the right-of-way for nonresidential uses to 50 feet for residential uses. (Ord. 2005-609 § 2)
Developments within this zone district shall be designed in conformance with the design principles and standards set out in Chapter 17.34 MCMC, Design Review. (Ord. 2005-609 § 2)
