No person may occupy an unoccupied single or double wide mobile home constructed prior to 1977 unless the structure has been inspected by the building inspector and occupancy approved by the building inspector prior to occupancy. The cost of the inspection shall be set by resolution of the town council and paid by the owner or occupant prior to the inspection. For the purpose of this section, the term "unoccupied" means not routinely characterized by the presence of human beings. This section shall not apply to a mobile home that has passed an inspection for occupancy within the last 12 months.
