Off-Street Parking and Loading
§ 245-18 Off-street loading requirements.
A.
Design requirements. For every building hereafter erected or altered, or use hereafter established, there shall be provided off-street loading spaces as required below.
(1)
Each off-street loading space shall be an area 12 feet wide, 15 feet high and 45 feet long, exclusive of access and turning area.
(2)
All loading berths shall be located on the same lot with the principal use they are intended to serve. No loading berth shall be located in the minimum required front yard setback. Loading berths shall be located at least 25 feet from the nearest point of intersection of any two public streets.
(3)
Loading berths shall be designed to provide sufficient turnaround area so that vehicles are not required to back onto public streets and the design shall be subject to review and approval by the Borough Engineer. Loading berths shall have direct access to a driveway and shall be maintained free from obstruction.
(4)
Loading berths shall be screened by a minimum eight-foot-high masonry wall or solid fence on all sides which face property in any R-1, R-2 or R-3 Zoning District.
B.
Loading berths required. In all zoning districts, every use that requires the receipt or distribution, by tractor-trailer, of material or merchandise, shall provide off-street loading berths in accordance with the following requirements:

§ 245-19 Off-street parking requirements.
A.
Parking spaces required.
(1)
Any new use or change of use in any zoning district shall comply with the following minimum requirements for the provision of off-street parking spaces on the site of the principal use to which they are accessory, unless conditional use approval is granted for a reduction of parking space requirements in accordance with § 245-61W or approval of off-site parking in the R-3 District, the C-C District or the PROD District is granted as a use by special exception in accordance with § 245-61T.
(2)
When the calculation of required parking spaces utilizing the following table results in a requirement of a fractional parking space, any fraction shall be counted as one parking space. Where more than one use exists on a lot, parking requirements for each use shall be provided.

B.
Design of off-street parking. All parking spaces that were established prior to January 1, 2010, that are not in conformance with the provisions of this § 245-19B shall be allowed to continue as previously laid out. Any new parking spaces that are created shall comply with these provisions, including those spaces that are added to a parking area that contains existing nonconforming parking spaces.
(1)
Each parking space shall have minimum dimensions of 10 feet by 20 feet.
(2)
In parking areas containing five or more parking spaces, all off-street parking spaces shall be located at least five feet from any property line or street right-of-way line. The area between the edge of the paving and the property line or street right-of-way line shall be maintained in grass or ground cover.
(3)
Off-street parking spaces located in parking areas containing five or more spaces shall be striped and all vehicular entrances and exits shall be clearly marked. Handicapped parking shall be marked as required by the Pennsylvania Department of Labor and Industry and the Americans with Disabilities Act (ADA).
(4)
Except in the case of single-family dwellings, two-family dwellings and townhouses, parking spaces shall be designed to provide sufficient turnaround area so that vehicles are not required to back onto the cartway of any public street.
(5)
Except in the case of single-family dwellings, all newly constructed parking spaces shall be surfaced with asphalt, concrete or similar material of adequate thickness to support the weight of fully loaded vehicles that customarily park in them.
(6)
In the case of single-family dwellings, all newly constructed parking spaces shall be improved with a dust-free all-weather surface such as gravel, brick pavers, asphalt, concrete or similar material. It shall be the responsibility of the property owner to ensure that driveway surface materials and stormwater runoff do not discharge onto a public street.
(7)
Off-street parking on lots containing a single-family dwelling or two-family dwelling shall be located in an enclosed garage, a driveway leading to a garage or an approved parking pad that meets the requirements of Subsection B(8), below. In no case shall any vehicle be parked on any area of the lot other than an improved driveway or approved parking pad.
(8)
A parking pad may be constructed on a residential lot, provided all of the following requirements are met:
(a)
A parking pad for one vehicle shall not exceed 200 square feet; a parking pad for two vehicles shall not exceed 400 square feet.
(c)
If the parking pad is located in the front yard of a residential lot, the portion of the front yard covered by the parking pad shall not exceed 35% of the total area of the front yard bounded by the front building line, the side lot lines and the street right-of-way line.
(d)
If the parking pad is located in the rear yard of a residential lot, the area of the rear yard covered by the parking pad shall not exceed 40% of the total area of the rear yard bounded by the rear lot line, the side yard lines and the rear wall of the dwelling.
(e)
The parking pad shall be designed to have direct vehicular access from a driveway, a public street or an alley.
(f)
If a driveway leading to the parking pad is paved to the property line, the parking pad may be paved to the property line. All other parking pads shall be located at least five feet from a side or rear property line. This five-foot setback area shall be maintained in grass or ground cover.
(g)
Parking pads in the front yard shall not be located in the public street right-of-way without the approval of the Borough or PennDOT, whichever owns the right-of-way.
§ 245-20 Public parking garage or public parking lot.
Public parking garages or public parking lots shall meet all of the following requirements:
A.
All public parking lots or public parking garages shall be designed to have direct vehicular access to an arterial or collector street, as defined by this chapter.
B.
All public parking lots or public parking garages shall be designed to minimize traffic congestion on the site or within the garage and for traffic entering or leaving the site or parking lot or parking garage.
C.
The design of any parking garage proposed to be located on property that adjoins property in an R-1, R-2 or R-3 District shall take into account the height, visual, light and air impacts on adjoining residences and shall utilize architectural materials for the exterior walls facing those residential areas that are compatible with the residential character of adjoining properties.
D.
Any public parking garage structure, whether proposed as a principal structure or an accessory structure, shall comply with the yard requirements for a principal structure.
E.
Any public parking lot that has parking spaces reserved, in part, for the customers or employees of a specific use shall be located within 300 feet of the specific use that it is intended to serve.
