ARTICLE IV

OFF-STREET PARKING REQUIREMENTS

Sec. 98-286. General requirements.

In all districts, there shall be provided, at the time any building or structure is erected or structurally altered, off-street parking in accordance with the following requirements:

  1. (1)
    Residential district (R-I). Each residential lot shall provide sufficient off-street parking on an all-weather surface for at least two vehicles other than in garage space.
  2. (2)
    Multifamily district (R-2). Each apartment or townhouse unit shall have off-street parking for two vehicles.
  3. (3)
    Commercial district (B) and Institutional (I) district. Each lot plan for professional or commercial use (B) or institutional use (I) shall have off-street parking at a ratio of not less than 0.75 square feet of parking space for each one square foot of gross building area, with the exception of family dining, which shall have one parking space for each six customer seats plus one parking space for each two employees on the maximum working shift.
  4. (4)
    Industrial district (ID). One parking space shall be provided for each employee on the maximum working shift, plus space to accommodate all trucks and other vehicles in connection therewith, but no less than one parking space for each 600 square feet of floor area.
  5. (5)
    Spaces for disabled persons. Parking spaces for the disabled shall be included in total required parking spaces as prescribed by state and federal law.

Sec. 98-287. Rules for computing number of parking spaces.

In computing the number of parking spaces required for each of the uses specified in section 98-286, the following rules shall govern:

  1. (1)
    Usable space shall mean the net floor area of all space of the specific use, including outside display or selling area.
  2. (2)
    Where fractional spaces result, the parking spaces required shall be the nearest whole number.
  3. (3)
    The parking space requirement for a use not specifically mentioned in this article shall be the same as required for a use of a similar nature.
  4. (4)
    Whenever a building, regardless of the date of its construction, is enlarged in floor area, number of employees, seating capacity or number of dwelling units, which will increase the required number of parking spaces, such spaces shall be provided on the basis of the enlargement or change, as set forth in this article.

Sec. 98-288. Location of parking spaces.

All parking spaces required in this article shall be located on the same lot with the building or use served, except as follows: where an increase in the number of spaces is required by a change or enlargement of use or where such spaces are provided collectively or used jointly by two or more buildings or establishments, the required spaces may be located not to exceed 300 feet from a building served and not to exceed 500 feet from any other nonresidential building served.

Sec. 98-289. Minimum dimensions of parking spaces.

Each required off-street parking space shall be at least nine feet in width and at least 18 feet in length, exclusive of access drives or aisles, ramps, or columns. Such space shall have adequate vertical clearance. For parallel parking, the length of the parking space shall be increased to 23 feet.
