For all residential developments of 500 dwelling units or more, the applicant shall comply with the requirements as outlined within Section
17.48.010, and shall comply with the following measure to the satisfaction of the city:
Development design shall, to the greatest extent possible, and as appropriate based on adjacent land use, incorporate services such as dry cleaners, eating establishments, childcare facilities, grocery markets, neighborhood work centers and other facilities which will reduce home-based vehicle trips and vehicle miles traveled, and, if necessary, apply for a zone change to accommodate such services.
