Manufactured housing units which legally are located and occupied as of April 1, 1998, shall not be subject to the requirements of Subsections
A,
B and
C of this section, provided that such units are not relocated. The replacement of any existing manufactured housing unit within the Village with another manufactured housing unit shall comply with Subsections
A,
B and
C of this section. Also it shall be determined if the manufactured home is compatible with the neighborhood by way of design and character in the following ways. The manufactured home must have a pitched shingle roof, horizontal vinyl or siding, and be vinyl skirted within 30 days of set. The home must set on a foundation consisting of a concrete slab with tie-downs minimum of four per side evenly spaced. The slab shall be a six-inch compacted base, five inches of concrete with mesh. The finish grade shall be two inches lower than the finish top of the slab and shall have a minimum two-percent slope five feet away from each side of the slab. All utility hookups shall be permanent, located underground and out of sight under the manufactured unit; the utilities must be sleeved through the slab. The unit must comply with HUD, local and or state codes. Preexisting the date of this chapter, manufactured home parks are exempted only from installing the concrete slab; all other zoning laws shall apply.
