The boundaries of such districts are established as shown by symbols upon the map designated as the Zone Map which accompanies and is made a part of the Zoning Ordinance. Such Map and all notations, references and other information shown thereon shall be as much a part of the Zoning Ordinance, as if the matters and information set forth by such Map were fully written and described herein. Except as hereinafter provided, no building or structure shall be erected or altered, nor shall any building or premises be used for any purpose other than a use permitted in the district in which such building, structure or premises is located.

1133.01 PROCEDURE FOR AMENDING.
(a) Any owner of property desiring an amendment to the Zoning Ordinance, changing the shape or area of any district herein created, shall proceed by filing with the Clerk two copies of a written petition for such change signed by such owner or his attorney.
(b) Such petition shall contain the names and addresses of all persons to whom notice is required to be given and shall be accompanied by a filing fee of two hundred fifty dollars ($250.00) and two copies of a map showing the parcels of land affected by such proposed amendment. Upon receipt of any such petitions, filing fee and maps, the Clerk shall immediately request for a report to Council by the Commission upon the proposed change, and for a statement by the Commission as to whether it approved or disapproves of the proposed change and its recommendations.
