All penalties, fines and costs associated with the enforcement of this chapter shall be liens on the property to the extent permitted by Title 25, Chapter 29 of the Delaware Code. Any unpaid fines, penalties, and fees imposed by any court for violation of this chapter shall be added to the property tax billings for the property that was the subject of the violation.
