ARTICLE VI

- SUPPLEMENTAL DISTRICT REGULATIONS

Sec. 98-207. - Exceptions to height regulations.

The height limitations contained in the schedule of district regulations do not apply to spires, belfries, cupolas, antennas, water tanks, ventilators, chimneys or other appurtenances usually required to be placed above the roof level and not intended for human occupancy.

Sec. 98-208. - Structures to have access.

Every building hereafter erected or moved shall be on a lot adjacent to a public street, or with access to an approved private street, and all structures shall be so located on lots as to provide safe and convenient access for servicing, fire protection, and required off-street parking.

Sec. 98-209. - Accessory buildings.

No accessory building shall be erected in any required setback area, and no separate accessory building shall be erected within five feet of any other building.

Sec. 98-210. - Fences, walls and hedges.

Notwithstanding any other provision of this section, fences, walls and hedges may be permitted in any required yard, or along the edge of any yard, provided that no fence, wall, or hedge along the sides or front edge of any front yard in the R-1 residential district shall be over four feet in height and further provided, that all fences shall be a chain link fence or such other fence that allows for line of sight through the fence material, and in no instance shall the fence be solid or sight proof.

Sec. 98-211. - Vehicle parking and storage.

Automotive vehicles or trailers of any kind or type without current license plates shall not be parked or stored on any residentially zoned property other than in completely enclosed buildings.

Sec. 98-212. - Parking, storage, or use of major recreational equipment.

For purposes of these regulations, major recreational equipment is defined as including boats and boat trailers, travel trailers, pick-up campers or coaches (designed to be mounted on automotive vehicles), motorized dwellings, tent trailers, and the like, and cases or boxes used for transporting recreational equipment, whether occupied by such equipment or not. No major recreational equipment shall be parked or stored on any lot in a residential district except in a carport or enclosed building or behind the nearest portion of a building to a street, provided, however, that such equipment may be parked anywhere on residential premises for not to exceed 24 hours during loading and unloading. No such equipment shall be used for living, sleeping, or in housekeeping purposes when parked or stored on a residential lot, or in any location not approved for such use.

Sec. 98-213. - Parking lot construction and maintenance.

Off-street parking lots for commercial, industrial or multiple-family complexes of more than four units shall comply with the following provisions:

(1)

Screening. All sides of the lot abutting a residential use shall be enclosed with an opaque ornamental fence, wall or dense evergreen hedge having a height of not less than six feet. Such fence, wall or hedge shall be maintained in good condition.

(2)

Setbacks. No parking shall be permitted within a front year setback line established ten feet back of the property line of interior and corner lots whenever the parking lot is located in a residential district or immediately abuts the front yard of a residential unit. In all other cases, no setback shall be required; provided, however, that on any corner lot formed by two intersecting streets no parking shall be permitted within the area defined.

(3)

Landscaping. All yards shall be landscaped with grass, shrubs and evergreen ground cover, and maintained in good condition the year round.

(4)

Width of driveways. Driveways used for ingress and egress shall be confined to and shall not exceed 30 feet in width, exclusive of curb returns.

(5)

Paving. All of the lot used for parking and driveway purposes shall be paved as follows in a sealed surface pavement and maintained in such a manner that no dust will be produced by continued use. Minimum pavement requirements shall be as follows:

a.

One-and-one-half-inch asphaltic concrete hot mix with five-inch compacted base;

b.

A double surface treatment with five-inch compacted base, or four-inch concrete slab; and

c.

Appropriate bumper guards where needed as required by the inspector.

Lighting. The intensity of light and arrangement of reflectors shall be such as not to interfere with residential district use.
