Plank Road Historical Village

§ 240-86 Historical district established.

It is the intent of this article to designate the area known as the "Plank Road Historical Village," situated in the north, and Toll Road Park, located on U.S. Route 11 (Main Street), North Syracuse, New York, as a Village Historical District. It is further the intent to designate any structures included within this district as historical structures, current and future.

§ 240-87 Purposes of district.

The purposes of this district are to:
A. 
Promote and encourage original historical research.
B. 
Disseminate and encourage a greater knowledge of history of the State of New York and particularly our nation's first plank road and its environs.
C. 
Gather, preserve, display and make available for study artifacts, relics, books, manuscripts, papers, photographs and other records and materials relating to the history of the State of New York and particularly of the Plank Road in North Syracuse and the surrounding area.
D. 
Encourage the suitable marking of places of historic interest.
E. 
Acquire by purchase, gift, devise or otherwise the title to or the custody and control of historic sites and structures and preserve and maintain such sites and structures.

§ 240-88 Structures.

Structures shall include but not be limited to:
A. 
Trolley cars.
B. 
Schoolhouses.
C. 
Tollgates.
D. 
Trolley waiting station.
E. 
Wagons and stagecoaches.
F. 
Sleighs.
G. 
Covered bridges.
H. 
Churches.
I. 
Plank Road.
J. 
Barns.
K. 
Any other structure relating to New York State history.

§ 240-89 Procedure for designation as historical.

A. 
In order to obtain historical designation from the Village Board, the developer shall present:
(1) 
A basic plan of and for the structure.
(2) 
A brief history of the structure.
(3) 
The location of the structure on the Historical Village Master Site Plan.
B. 
Each structure to be included in the Plank Road Historical Village shall be approved and designated a historical structure by the Village Board based on the following criteria:
(1) 
Historical significance to the area.
(2) 
Basic condition of structure.
(3) 
Proposed use of structure within Historical Village.

§ 240-90 Standards for restoration of historic structures.
