Purpose and intent. The purpose of this regulation is to encourage multifamily dwellings and a diversity of compatible uses in the same building or on the same parcel of land. Mixed-use development permits the efficient use of land; places housing convenient to employment, shopping, services and related activities; and creates a market for and adds vitality to commercial areas. Further, mixed-use development tends to reduce traffic, increase pedestrian use and increase public safety. Due to the unique characteristics of mixed-use developments and the desire to create an attractive environment, these regulations are intended to be flexible to allow mixed-use developments to maximize their benefits to the city.
