In order to carry out the purposes and provisions of this chapter, the city is hereby divided into the following districts:

(B)
Business Districts.

The location and boundaries of the districts established by this chapter are set forth on the official Zoning District Map, which is incorporated herein and hereby made a part of this chapter. The map, and all amendments thereto, shall be as much a part of this chapter as though fully set forth and described herein. The official City Zoning District Map shall be on file in the office of the Director of Community and Economic Development. Copies of the map shall be available to the public for reference at all times during which City Hall is open and may be certified on request.

When uncertainty exists with respect to the boundaries of the various districts, as shown on the Zoning District Map, the following rules shall apply:
(A)
Where district boundary lines are depicted as following railroads, highways, streets, alleys, or rights-of-way, they shall be interpreted as following the center lines thereof unless otherwise indicated. Where district boundary lines are depicted as following lot lines or section lines, such lines shall be construed to be the district boundary lines.
(B)
In areas not subdivided into lots and blocks, wherever a district is indicated as a strip adjacent to and paralleling a street, highway or railroad, the depth of such strips shall be in accordance with dimensions shown on maps measured at right angles from the center line of a street, highway, or railroad, and the length of frontage shall be in accordance with dimensions shown on the map from center lines of streets, highways, or railroad right-of-way unless otherwise indicated.
(C)
Where a district boundary line divides a lot in single ownership, such line shall be in accordance with dimensions shown on the section, quarter section or division lines, or the map centerlines of streets, highways or railroad rights- of-way unless otherwise indicated. Where a lot is held in one ownership, was of record on the effective date of this section, and is divided by a district boundary line, the entire lot shall be deemed to be within the more restrictive district.

The following regulations shall apply to territory annexed to the city:
(A)
Any area hereafter annexed to the city shall, upon such annexation, be automatically zoned R-1, being defined as the most restrictive district within this chapter, unless said property has been otherwise zoned after pre-annexation hearing as provided in division (B) of this section.
(B)
Any property owner desiring annexation to the city contingent upon obtaining a zoning classification other than R-1, and/or a special use permit, shall submit an annexation petition to the City Council conditioning such annexation on obtaining the stipulated zoning change and/or the special use permit.
