It shall be unlawful for any person, firm or corporation to commence the construction, enlargement or structural alteration of any building in the City, or using or occupying the same without first applying for and securing a building permit or to use or occupy the same without first securing a certificate of occupancy and compliance from the City Secretary or such other official designated by the City Council. Application shall be made on forms furnished by the City Secretary.
