MASTER PLAN
(a)
The planning commission shall make, adopt and, as necessary, amend, extend or add to the master plan, subject to Village of Pewaukee board confirmation, for the physical development of the village including areas outside of its boundaries which, in the planning commission's judgment, bear relation to the development of the village. The master plan, with the accompanying maps, plats and descriptive and explanatory matter, shall show the commission's recommendations for such physical development, and may include, among other things, the general location, character and extent of streets, highways, freeways, street grades, roadways, walks, parking areas, sites for public buildings and structures and the general location and extent of sewers, water conduits and other public utilities, the acceptance, widening, narrowing, extension, relocation, removal, vacation, abandonment or change of use of any of the foregoing public ways, grounds, places, spaces, buildings, utilities, routes or terminals, the general location, character and extent of community centers and neighborhood units, and a comprehensive zoning plan.
(b)
The adoption of the master plan or any part, amendment or addition, shall be by a majority vote of all the members of the planning commission, subject to confirmation by the village board. The adoption shall refer expressly to the maps, descriptive matter and other matters intended by the commission to form the whole or any part of the plan, and the action taken shall be recorded and certified to the village board. The purpose and effect of the adoption and certifying of the master plan shall be solely to aid the planning commission and village board in the performance of their duties.
(c)
The planning commission shall make, adopt and certify to the village board the master plan as whole, or as the work of making the whole master plan progresses, such parts as may be completed or amendments or additions thereto.

(a)
Proposal for additions, amendments or changes to the master plan originating from sources other than the planning commission (i.e., Village of Pewaukee board, park board, all other village boards and commissions) shall be transmitted to the planning commission without delay for action.
(b)
Upon receiving any such proposal the planning commission shall conduct the necessary investigation, informal hearing where deemed desirable, and take the necessary action to accept, modify or reject such proposal within 60 days of receipt, and so notify the initiator of such proposal.

Upon making, amending, modifying or changing the master plan and adopting such action by a majority vote of all the members of the planning commission, the commission shall certify such action and submit to the Village of Pewaukee board for final confirmation. Confirmation shall be taken by resolution according to the village board's procedures, including the requirement for public hearings, if necessary.
(b)
The village board may, at its discretion, hold a public hearing in accordance with the village procedures, at which parties in interest and citizens shall have an opportunity to be heard.
(c)
Should the council not concur in the recommendation of the planning commission, it shall refer the matter to the planning commission for reconsideration, providing to the commission its areas of disagreement. The commission shall at its option revise and resubmit such amendments, modifications or changes to the village board within 60 days for approval within the initial process. If no such resubmittal is accomplished within the 60-day period, such amendments, modifications and changes shall be considered new submittals requiring planning commission certification and the initiation of the full approval process.
(d)
The master plan and such amendments, changes, modifications, etc., shall not be effective unless confirmed by the village board under the procedures of this division.
