The purposes, among others, of this chapter are: to secure safety from fire, panic, floods and other dangers; to provide adequate light and air; to prevent overcrowding of land; to avoid undue concentration of population; to facilitate the adequate provision of transportation, water, sewerage, schools, parks and other public requirements; to assure adequate sites for residence, industry and commerce; to provide privacy for families; to prevent and reduce traffic congestion so as to promote efficient and safe circulation of vehicles and pedestrians; to afford maximum protection to residential areas; to eliminate gradually nonconforming uses; to enhance the appearance of the Incorporated Village of Port Jefferson as a whole; to regulate and restrict the location, height, bulk and size of buildings and other structures, the percentage of lot which may be occupied, the size of yards, courts and other open spaces, the density and distribution of population, the location and uses of buildings and structures and the uses of land for trade, industry, residence and other purposes; to establish a Board of Appeals and to provide that said Board may determine and vary the application of the regulations hereby established in harmony with their general purpose and intent; and to provide for the enforcement of provisions herein and to impose penalties for their violation; all for the general purpose of promoting the health, safety and general welfare of the inhabitants of the Incorporated Village of Port Jefferson in accordance with a Comprehensive Plan.
