In determining the improvements to be required in conjunction with the establishment of a stable the rural nature of the use shall be taken into consideration and urban standards will not necessarily be applied. If new structures are added which require a development review, then the public improvement requirements, shall be at least as extensive as would be required for the construction of a house in a rural residential zone. If no development review is required because the use will occupy only existing facilities, public improvement requirements shall be limited to those necessary to mitigate health and safety impacts of the use. Parking areas need not be paved.
