Zoning Districts

§ 480-15 Zoning districts and map.

Six zoning districts are provided in the Village of Reeseville as follows:
R-1 Residential District.
NB-1 Neighborhood Business District.
C-1 Commercial District.
LM-1 Light Manufacturing District.
HI-1 Heavy Industry District.
OS-1 Open Space-Conservancy District.
The Official Zoning Map is an integral part of this chapter. The single official copy of this map entitled "Village of Reeseville Official Zoning Map," effective July 2, 1981, as amended, together with a copy of this chapter, shall be available for public inspection during office hours. The map shall be certified by the Village President and attested by the Village Clerk. Any changes in zoning district boundaries shall be effective until so recorded and until a duly certified and attested certificate describing the change is filed with the map.
The district boundaries are either streets or alleys unless otherwise shown and where the designation on the map indicates that the various districts are approximately bounded by a street or alley line, such street or alley line shall be construed to be the district boundary line.
Where the district boundaries are not otherwise indicated and where the property has been or may hereafter be divided into blocks and lots, the district boundaries shall be construed to be lot lines, and where the designations on the map are approximately bounded by lot lines, said lot line shall be construed to be the boundary of the district.
In unsubdivided property, the district boundary shown on the map shall be determined by use of the scale shown on such map.

§ 480-16 R-1 Residential District.

Permitted uses. In the R-1 Residential District, no building or premises shall be used and no building shall hereafter be erected or structurally altered, unless otherwise provided in this chapter, except for one or more of the following uses:
Single-family dwellings.
Two-family dwellings.
Multifamily dwellings.
Churches, schools, public libraries, museums, and municipal buildings, except sewage disposal plants, garbage incinerators, and municipal shops.
Farming and truck gardening, except greenhouses.
Public recreational and community center buildings.
Home occupations.
Professional offices.
Hospitals and charitable institutions.
Homes for the aged.
Height, area, and setback.
Single-family.
Height: not to exceed 25 feet or 2 1/2 stories.
Side yard: minimum eight feet each side.
Rear yard: minimum 30 feet.
Setback: minimum 30 feet from street line, except that when building between existing dwelling units, the average setback of these existing buildings shall be permitted.
Lot area: not less than 8,000 square feet.
Two-family and multifamily.
Height: not to exceed 35 feet or 2 1/2 stories.
Side yard: minimum eight feet each side.
Rear yard: minimum 30 feet.
Setback: minimum 30 feet from street line, except that when building between existing dwelling units, the average setback of these existing buildings shall be permitted.
Lot area: not less than 4,000 square feet per dwelling unit in two-family structures with lots not less than 66 feet in width. Every building hereafter designed and erected for more than two families shall have for every 1,000 square feet of living area, including baths and utility rooms, but excluding basements, a minimum of 4,000 square feet of land area. There shall be provided two parking stalls for each family unit. No such lot shall be less than 80 feet in width and shall not be less than 12,000 square feet in area.

§ 480-17 NB-1 Neighborhood Business District.

Permitted uses. In the NB-1 Neighborhood Business District, no building or premises shall be used and no building shall hereafter be erected or structurally altered, unless otherwise provided in this chapter, except for one or more of the following uses:
Any use permitted in the R-1 Residential District except first-floor residential dwellings.

Any of the following specified uses:
Bakery with fewer than seven employees.
Barbershop or beauty parlor.
Candy store or confectionery store.
Dairy store.
Delicatessen.
Dress shop, clothing store, notion store, dry goods store, hosiery shop.
Drugstore or pharmacy.
Florist shop.
Gift shop.
Grocery store with not more than five employees.
Ice cream store or soda fountain.
Jewelry store.
Meat market (retail).
Photographer and photographers' supplies.
Shoe store.
Gasoline service station (with the official approval of the Village Board).
Height, area, and setback.
Second-story dwellings. Nothing in this section shall be construed to prevent a dwelling unit on the second story above store buildings. These dwelling units, however, shall not exceed two per lot.
Height. Not to exceed 35 feet or 2 1/2 stories in height.
Side yard. Minimum 10 feet on each side.
Rear yard. Minimum 25 feet.
Setback. None.

§ 480-18 C-1 Commercial District.

Permitted uses. In the C-1 Commercial District, no building or premises shall be used and no building shall hereafter be erected or structurally altered, unless otherwise provided in this chapter, except for one or more of the following uses:
Any use permitted in the R-1 Residential District or in the NB-1 Neighborhood Business District.
Any of the following specified uses:
Art shop.
Automotive sales and service establishments, public garage, municipal garage and used car parking lots.

Bakery employing seven or more people.
Barbershop or beauty parlor.
Bowling alleys.
Business and professional offices.
Candy or confectionery store.
Dress shop, clothing store, notion store, dry goods store, hosiery shop, tailor shop.
Drugstore or pharmacy.
Dyeing, cleaning and pressing establishments.
Florist shop.
Food products (retail).
Gift shop.
Grocery store, delicatessen, meat and fish market, fruit and vegetable market.
Ice cream store, soda fountain, soft drink stand.
Jewelry store.
Memorial sales.
Microwave radio relay structure.
Motels and hotels.
Music, radio, television and appliance shops.
Newspaper and magazine distributors.
Paint and decorating store.
Photographer and photographers' supplies.
Printing and publishing.
Private clubs, labor temples, fraternities and lodges.
Restaurants and taverns.
Shoe store.
Theaters and places of amusement, except drive-in theaters.
Any other uses similar in character and manufacture and treatment of products clearly incidental to the conduct of a retail business on the premises. Such accessory uses as are customary in connection with the foregoing uses and are incidental thereto.
Height, area, and setback.
Height. Not to exceed 45 feet or three stories in height.
Side yard. None required except those buildings used for residential use, in which case § 480-16 shall apply.
Rear yard. Minimum 15 feet.
Setback. Minimum 30 feet.

§ 480-19 LM-1 Light Manufacturing District.

Permitted uses. In the LM-1 Light Manufacturing District, no building or premises shall be used and no building shall hereafter be erected or structurally altered, unless otherwise provided in this chapter, except for one or more of the following uses:
Any use permitted in the C-1 Commercial District, except residential dwellings, whether single-family, two-family, or multiple-family, hotels, motels, boardinghouses or lodging houses, which are hereby expressly prohibited.
Any of the following specified uses:
Wholesale business.
Manufacture of products from paper, but not the manufacture of paper or pulp.
Repair, service and assembly of motor-propelled or non-motor-propelled vehicles, including the repair and storage of automotive accessories, except the wrecking of motor propelled vehicles, except that the keeping of more than three vehicles awaiting repair or disassembly in the front yard area is permitted only after issuance of a conditional use permit.
Storage and warehousing of solid fuels and materials, contractors' yards and lumber yards, except the storage of wrecked and dismantled vehicles, junk, explosives or inflammable gases or liquids.
Manufacturing and bottling of nonalcoholic beverages.
Processing, packing and manufacture of food, except meat and meat products, fish and fish products, sauerkraut and cabbage by-products or the vining of peas.
Manufacture of products from wood, except the manufacture of paper pulp and plastics.
Manufacture of sporting goods, house and office supplies and appliances.
Manufacture of goods from leather, but not tanning of hides or manufacture of leather.
Knitting mills and the manufacture of products from finished fabrics.
Laundries.
Laboratories.
Manufacture of jewelry and cosmetics.
Manufacture of cigars, cigarettes, and smoking tobacco.
Blacksmithing, tinsmithing, sheet metalworking and plumbing shops.
Manufacture of goods from plastics.
Farm equipment sales and service.
Livestock food processing and feed mills.
Height, area, and setback.
Height. Not to exceed 60 feet or five stories in height.
Side yard. Minimum of six feet each side.
Rear yard. Minimum of 30 feet for a building two stories or less, three feet additional for each added story.
Setback. Minimum of 30 feet.

§ 480-20 HI-1 Heavy Industry District.

Permitted uses. In the Heavy Industry District, buildings and premises, except as otherwise provided in this chapter, may be used for any use permitted in the Light Manufacturing District and for any other use except the following:
Uses in conflict with the laws of the State of Wisconsin or any ordinances of the Village of Reeseville governing nuisances.
Residential dwelling, whether single-family, two-family, multiple-family, hotels, motels, boardinghouses or lodging houses.
Any of the following conditional uses unless such use has been approved, in writing, by the Village Board after investigation and public hearing:
Abattoirs.
Acid manufacture.
Bulk gasoline and oil storage.
Cement, lime, gypsum or plaster-of-paris manufacture and stone crushing.
Distillation of bones.
Enameling and surface finishing.
Explosives manufacture or storage.
Fat rendering.
Fertilizer manufacture.
Foundries.
Garbage, rubbish, offal or dead animal reduction or dumping.
Glue manufacture.
Junkyards.
Liquefied petroleum gas bulk storage.
Petroleum refining.
Plastics manufacture.
Smelting of tin, copper, zinc or iron ore.
Stockyards.
Height, area, and setback.
Height. Restrictions shall be the same as for the Light Manufacturing District.
Setbacks. Setbacks shall be as provided for the LM-1 District.

§ 480-21 OS-1 Open Space-Conservancy District.

Permitted uses. In the OS-1 Open Space-Conservancy District, no building and premises shall be used and no building hereafter be erected or structurally altered, unless otherwise provided in this chapter, except for one or more of the following uses:
Farming and related agricultural uses.
Forest and game management.
Hunting, fishing and hiking.
Parks and recreation areas; arboreta; botanical gardens; greenways.
Stables.
Utilities.
Nonresidential buildings used solely in conjunction with the raising of waterfowl or fish.
Harvesting of wild crops.
Recreation-related structures not requiring basements.
Conditional uses. The following conditional uses may be permitted at the approval of the Village Board upon presentation of information as requested:
Animal hospitals, shelters and kennels.
Archery ranges, sports fields, and skating rinks.
Land restoration, flowage, ponds.
Golf courses and clubs.
Ski hills and trails.
Recreation camps.
Public and private campgrounds.
Riding stables.
Sewage disposal plants.
Governmental, cultural and public buildings or uses.
Utilities.
Hunting and fishing clubs.
Farm structures.
Height, area, and setback.
Height. Maximum 35 feet.
Side yard. Twenty feet except that structures housing animals must be 100 feet from lot lines.
Rear yard. Minimum 20 feet.
Street yard or setback. Minimum 20 feet.
