It is hereby declared to be the intention of the City Council of the City of Richwood, Texas, that the several provisions of this ordinance are severable to the extent that if any court of competent jurisdiction shall judge any provision of this ordinance to be invalid, such judgment shall not affect any other provision of this ordinance not specifically included in said judgment. The city council hereby declares that it would have passed those parts of this ordinance which are valid and omitted any parts which may be unconstitutional at the time of the passage of this ordinance.
