Provided that all other applicable special use permit standards and site plan review standards are met, a special use permit for adaptive reuse of a former religious or educational building may be issued and site plan approval therefor may be granted notwithstanding that the size and location of the eligible building on the lot fails to comply with the minimum lot area, front, side, and rear yard, maximum building height, or maximum lot coverage requirements otherwise applicable in the subject zoning district, provided that in the three years prior to the filing of the special use permit application, the eligible building, site improvements, and lot lines have not been modified in a manner that resulted in:
(a) A reduction of the then-existing lot area;
(b) A reduction of the then-existing front, side, or rear yards;
(c) An increase in the then-existing building height; or
(d) An increase in the then-existing lot coverage.
