The provisions of this ordinance shall be administered and enforced by the city manager or such other person as may be designated by the city manager. All applications for building permits on tracts of five acres or less shall be accompanied by a plat or plot plan in duplicate, drawn to scale, showing the actual dimensions of the lot to be built upon, the size and location of the building to be erected, the use of the property and such other information as may be necessary to provide for the enforcement of these regulations. A careful record of such applications and plats shall be kept in the office of the city secretary, or such other person as may be designated by the city manager.
