CHAPTER 18
38 SITING AND DESIGN STANDARDS FOR MANUFACTURED HOUSING UNITS
§ 18.38.010 Purpose.
The purpose of this chapter is to:
A.
Establish criteria for the placement and design of manufactured housing units within the town of Sahuarita. Manufactured housing communities and parks approved through a subdivision plat or development plan shall not be subject to the standards contained within this chapter;
B.
Provide standards to reduce potentially adverse impacts on adjacent properties;
C.
Require architecture that is compatible with residences in the surrounding neighborhood.

§ 18.38.020 Definitions.
"Manufactured housing unit"
means a structure transportable in one or more sections which: (1) in the traveling mode measures at least eight feet in width or 40 feet in length, or when erected on a site measures 320 or more square feet; and (2) is built on a permanent chassis; and (3) is designed to be used as a dwelling, with or without a permanent foundation, when connected to the required utilities, which include the plumbing, heating, cooling, and electrical systems contained therein. This definition applies only to units constructed after June 15, 1976, except that this term shall include any structure which meets all of the requirements of the definition except the size requirements; provided, such structure has received a special size reduction certificate pursuant to Section 603(b) of the Housing and Community Development Act of 1974, as may be amended.
"Manufactured housing unit, multi-sectional"
means a multi-sectional dwelling unit, manufactured after June 15, 1976, built to HUD standards with a HUD seal affixed, that when joined measures 20 feet by 40 feet or larger, does not exceed two stories in height and is installed on a permanent foundation; provided, that:
1.
If a perimeter foundation wall is not installed, all sides of the home shall extend to meet the ground, or a facade with the appearance of a foundation wall shall be used on all sides of the home; and
2.
Each side of the home shall have roofing and siding materials similar in appearance and kind to conventional homes and shall have one or more of the following:
a.
A parapet roof style, or
b.
A flat or pitched roof with eaves that overhang six inches or more.

§ 18.38.030 Siting standards.
A.
If the home is located in a floodplain, the bottom of the lowest floor joist must be a minimum of one foot above the 100-year base flood elevation, as approved by the town engineer.
B.
The tongue, axles, transporting lights, and towing apparatus shall be removed prior to occupancy.
C.
Utilities will be connected in accordance with state requirements and the manufacturer's specifications.

§ 18.38.040 Primary design standards.
A.
The manufactured housing unit shall have exterior siding and roofing, which in color, material, and appearance is similar to the exterior siding and roofing material commonly used on residential dwellings within the community, or which is comparable to the predominant materials used on surrounding dwellings. Acceptable materials include hardboard, vinyl, or stucco.
B.
The roofing style and materials are to be either flat roof, steel rib roof, or a shingle or tile roof. All roofs other than the flat roof must have a minimum pitch of 3:12, and all pitched roofs other than a roof behind a parapet must have a minimum six-inch eave on all sides of the home.
C.
If a perimeter wall is used, it shall be installed continuously, except for ventilation and access, along the entire perimeter of the unit between the unit and the ground to give it the appearance of a site-built house. The wall should be of masonry construction with mortared concrete blocks on a poured footing, a poured stem wall on a poured footing, or other masonry products applied in such a manner that conforms to adopted building codes. No more than 12 inches of perimeter (skirting) wall shall be visible from the street frontage of the property. The skirting wall must match the exterior color of the home.
D.
If the manufactured housing unit is to have a garage or carport, it shall not include less than 12 feet by 20 feet of unobstructed parking area, and must be constructed of materials consistent with those applied to the main dwelling.
E.
Concrete or masonry steps are to be provided for the entry on the street side of the home. Stairs, landings, guardrails and handrails must be provided in conformance with the current town of Sahuarita building codes.
F.
All primary entry doors on the street side of the home are to be inward-swinging.

§ 18.38.050 Additional design standards.
In addition to adhering to the primary design criteria, all manufactured housing units subject to these standards must achieve a minimum total of 18 points in additional design features from the following list.

* Points will be given for either a garage or a carport, but not for both. |

§ 18.38.060 Enforcement.
In order to provide for compliance with this chapter, planning and building staff will perform an inspection of the property for compliance with the design plans as approved during the review and permitting process. Penalties for noncompliance with this chapter shall be in accordance with Chapter 18.95 STC (Compliance and Enforcement).
