All uses, densities, intensities (FAR and ISR), mixed use standards, and other standards regulating a plan category shall operate so as to limit the potential range of uses, maximum densities, maximum intensities (FAR and ISR), and development entitlements otherwise enumerated within a zoning district that is implementing a plan category. It is specifically the intent of this Code that all development and redevelopment be consistent with (less than or no more than equal to) the applicable overlaying plan category criteria, regulations and standards, and the countywide rules.
