Notice of any public hearing which the Village Board, Planning Commission, or Zoning Board of Appeals is required to hold under the terms of this chapter shall specify the date, time, and place of said hearing. Notice shall be published by the Village Clerk in a newspaper of general circulation at least once each week for two consecutive weeks and the hearing shall not be held until at least seven days following the last publication. The Village Clerk shall also give at least 10 days' prior written notice to all property owners within 200 feet of the property for which an amendment, conditional use, variance or appeal is being sought. Failure of any notice to be received by any property owner shall not, however, invalidate the action taken by the Village Board, the Village Planning Commission, or the Zoning Board of Appeals.
