Any person, firm or corporation who shall erect or alter any building or use any building, structure or premises for any purpose without first having obtained the permit or consent herein provided for shall be guilty of a violation of this chapter and, upon conviction thereof, shall be liable to a fine or penalty as follows for each offense. The owner or owners of any building or any premises or part thereof where anything in violation of this chapter shall be placed or shall exist and any architect, builder, contractor, agency, person or corporation employed in connection therewith and who shall have assisted in the commission of any such violation shall each be guilty of a separate offense and, upon conviction thereof, shall be liable to a fine or penalty as follows for each violation or offense.
(1) First offense: maximum fine of $350 or not more than six months' imprisonment, or both.
(2) Second offense within five years: minimum fine of $350 to a maximum fine of $700 or not more than six months' imprisonment, or both.
(3) Third offense within five years: minimum fine of $700 to a maximum fine of $1,000 or nor more than six months' imprisonment, or both.
