Area and bulk requirements, landscaping, parking and sign requirements shall generally conform to the standards of the HC-1 Highway Commercial District, Article
VIII, as said standards relate to retail stores and service establishments as permitted in that district. The site planner shall generally utilize these standards in designing the essential service establishments permitted in the Neighborhood Commercial District. The Planning Board shall utilize the standards of Article
VIII as a basis for site plan review. However, the Planning Board shall retain the power to apply more or less stringent standards as it deems necessary in order to comply with the intent of this district.
