In their interpretation and application, the provisions of this chapter shall be held to be minimum requirements adopted for the promotion of public health, safety or general welfare.

In the event that any ordinance or part of any ordinance is in conflict with this chapter or is inconsistent with the provisions of this chapter, the ordinance or part thereof that establishes the more stringent standard shall control.
