ARTICLE III

PARKING REGULATIONS

Sec. 24-528.- Requirements.

In all districts (except the C-2 Central Business District), in connection with every residential, civic, commercial or industrial use, there shall be provided off-street parking spaces in accordance with the schedule set forth herein. Required parking facilities shall be primarily for the parking of private passenger automobiles of occupants, patrons or employees of the principal uses.

Sec. 24-529. - General provisions.

Subd. 1.

All buildings and structures, and all uses of land in all districts shall provide accessory parking facilities as required under this division.

Subd. 2.

The provisions of this division do not apply to uses or structures within the C-2 Central Business District.

Subd. 3.

In case of any building, structure or premises, the use of which is not specifically mentioned herein, the provisions for a use which is so mentioned and to which said use is similar, shall apply.

Subd. 4.

All off-street parking spaces required by this division shall be located on the same zoning lot as the principal permitted use.

Subd. 5.

Owners of two or more contiguous uses or parcels of land may agree to jointly utilize the same parking facility provided that satisfactory legal evidence is presented in the form of deeds, leases, easements or other contract document to establish such joint area of usage.

Subd. 6.

A plan, drawn to scale, indicating how the off-street parking requirements are to be fulfilled shall be submitted to the Zoning Administrator at the same time as a building permit application is submitted to the Building Official. The plan must show all elements necessary to indicate that the requirements are being fulfilled.

Subd. 7.

Whenever a building or use constructed or established after the effective date of the ordinance from which this chapter is derived is changed or enlarged in floor area, number of employees, number of dwelling units, seating capacity or otherwise, which creates a need for an increase of five percent or more in the number of existing parking spaces, such space shall be provided as a result of the enlargement or change in use.

Subd. 8.

All required off-street parking facilities must provide direct vehicular access to and from a street or alley which has been permanently dedicated by plat for public use or which is owned by the City.

Subd. 9.

All off-street parking areas and driveways providing access to a public street shall be surfaced with an asphalt mat, Portland cement concrete or similar hard surfaced material. Such area shall be appropriately graded to encourage the drainage of all surface water accumulation as regulated by articles IX and X of chapter 52. Such area shall be designed, arranged and marked to provide for orderly and safe loading, unloading, parking and storage of motor vehicles.

Subd. 10.

Any lighting used to illuminate any off-street parking area shall be designed, located and arranged to deflect light away from adjoining premises or residences.

Subd. 11.

Within residential districts, no required off-street parking shall be located within any required front yard except as may be provided within the private driveway serving a residential structure.

Subd. 12.

No part of any parking space shall be closer than five feet to any established street right-of-way line. Within Industrial or Commercial districts where the required off-street parking area of more than four spaces abuts any R District, the parking spaces shall be set back a minimum of ten feet from the R District and shall be effectively screened from the R District.

Sec. 24-530. - Allocated spaces by use.

The number of required off-street parking spaces is determined based upon usage of the zoning parcel, floor area of a building, number of employees or seating capacity as follows:

(1)

Residential uses.

a.

Single-family residential: two spaces.

b.

Community recreation: four spaces.

c.

Duplex residential: four spaces.

d.

Two-family residential: four spaces.

e.

Townhouse residential: two spaces per dwelling unit.

f.

Multifamily residential (general): 1.5 spaces per dwelling unit.

g.

Multifamily residential (limited): two spaces per dwelling unit.

h.

Group residential: one space per bedroom.

i.

Mobile home residential: two spaces per dwelling unit.

(2)

Civic uses.

a.

Administrative services: 50 percent of gross floor area.

b.

Aviation facilities: Cumulative.

c.

Cemetery: None.

d.

Club/lodge: 200 percent of gross floor area.

e.

College/university: One space for every six resident students or one space for every five seats in the largest facility for public assembly, whichever is the greater.

f.

Convalescent services: One space for every five beds, plus one space per three employees on largest shift.

g.

Cultural services: One space per 300 square feet of gross floor area.

h.

Daycare services (limited): Two spaces.

i.

Daycare services (general): Six spaces.

j.

Detention facilities: One space per three beds, plus 50 percent gross floor area of office space.

k.

Guidance services: 50 percent of gross floor area.

l.

Hospital services: One space per four beds, plus one space per two employees staffing largest shift.

m.

Local utility service: None.

n.

Maintenance/service facility: One space per two employees staffing largest shift.

o.

Military installation: Cumulative.

p.

Major utility facility: Cumulative.

q.

Park and recreation services: Cumulative.

r.

Parking facility: None.

s.

Postal facility: 50 percent of gross floor area.

t.

Primary educational facilities: One space per staff member, plus one space per each two classrooms or one space per five seats in the largest facility for public assembly, whichever is greater.

u.

Public assembly: One space per five seats.

v.

Railroad facilities: Cumulative.

w.

Religious assembly: One space per five seats.

x.

Residential care facility: One space per seven beds, plus one space per three employees staffing largest shift.

y.

Safety services: None.

z.

Secondary educational facilities: One space per staff member or one space/five seats in the largest facility for public assembly, whichever is greater.

aa.

Transportation terminals: One space per two employees staffing the largest shift or one space per 1,000 square feet of gross floor area, whichever is less.

(3)

Commercial use types.

a.

Administrative/business office: One space per 300 feet gross floor area.

b.

Agricultural sales and service: One space per two employees staffing largest shift.

c.

Automotive and equipment services:

1.

Automotive washing: 3.5 spaces/wash stall.

2.

Service station: Two spaces per gas pump, plus one space per 500 square feet of sales floor.

d.

Commercial off-street parking: None.

e.

Automotive rentals: None.

f.

Automotive sales: 100 percent of net interior sales floor.

g.

Equipment sales: One space per three employees staffing largest shift.

h.

Automotive repair services: 50 percent gross floor area.

i.

Equipment repair services: 50 percent gross floor area.

j.

Vehicle storage: One space per 40 vehicle storage stalls.

k.

Building maintenance services: 1.5 spaces per two employees staffing the largest shift.

l.

Business support services: One space/two employees or one space per 500 square feet of sales floor area, whichever is greater.

m.

Business/trade school: One space per five students.

n.

Cocktail lounge: 300 percent of net floor area.

o.

Commercial recreation.

1.

Indoor sports/recreation:

(i)

Bowling alley: Five spaces/lane.

(ii)

Skating rink: One space per 500 square feet of gross floor area.

(iii)

Other: One space per 500 square feet of gross floor area.

2.

Outdoor sports/recreation:

(i)

Golf course: Two spaces per hole, plus one space for every 300 square feet of clubhouse gross floor space.

(ii)

Swimming pool: One space per five persons of maximum pool capacity.

(iii)

Racquet ball: Two spaces per court, plus one space per 700 square feet of noncourt floor area.

(iv)

Other: One space per 700 square feet of floor area.

3.

Indoor entertainment: One space per five seats or one space per five persons at maximum capacity.

4.

Outdoor entertainment: One space per five seats or one space per five persons at maximum capacity.

p.

Communication services: One space per two employees staffing largest shift.

q.

Convenience storage: One space per rental storage area.

r.

Convenience store: One space per 300 square feet gross floor area.

s.

Financial services: 50 percent gross floor area.

t.

Food sales: One space per 300 square feet gross floor area.

u.

Funeral services: One space per five seats in principal auditorium.

v.

General retail sales: One space per 300 square feet gross floor area.

w.

Kennels: One space per ten kennel enclosures.

x.

Laundry services: One space per two employees staffing largest shift or one space per 1,500 square feet of gross floor area, whichever is greatest.

y.

Liquor sales: One space per 500 square feet of gross floor area.

z.

Medical offices: Three spaces per exam room or station.

aa.

Parking facility: None.

bb.

Personal improvement services: 200 percent of gross floor area.

cc.

Personal services: 200 percent of gross floor area.

dd.

Pet services: One space per 500 square feet of gross floor area.

ee.

Professional office: 50 percent of gross floor area.

ff.

Research services: One space per two employees staffing largest shift or 500 percent of gross floor area whichever is greater.

gg.

Restaurant (convenience): One space per four seats, plus one space per two employees staffing largest shift.

hh.

Restaurant (general): One space per four seats, plus one space per two employees staffing largest shift.

ii.

Scrap and salvage services: One space per two employees staffing largest shift.

jj.

Visitor habitation:

1.

Bed and breakfast: One space per bedroom.

2.

Campground: One space per camp site.

3.

Hotel/motel: One space per room (additional spaces for accessory uses such as restaurants or convention halls).

Industrial use types.

a.

Basic industry: One space per two employees staffing largest shift.

b.

Custom manufacturing: One space per two employees staffing largest shift.

c.

Light manufacturing: One space per two employees staffing largest shift.

d.

Resource extraction: One space per two employees staffing largest shift.

e.

Stockyards: One space per two employees staffing largest shift.

f.

Warehousing/distribution: One space per two employees staffing largest shift.

Sec. 24-531. - Standards.

Each nonhandicapped space shall have a dimension of not less than 9½ feet by 18 feet, plus such additional driving lane area as listed in this section. Where four or more auto parking spaces are to be grouped as a common facility meeting the requirements of this chapter, the driving lanes shall be provided and have the following dimensions:

(1)

90-degree parking space with two-way traffic: 25 feet.

(2)

60-degree parking space with two-way traffic: 25 feet.

(3)

60-degree parking space with one-way traffic: 20 feet.
