Planning

1101.01 DUTIES OF PLANNING AND ZONING COMMISSION; REDEVELOPMENT AGENCY.

   The Planning and Zoning Commission shall have all the powers and duties conferred upon city planning commissions by State law, and, in addition, shall on behalf of the City submit applications for any projects involving the expenditure of federal or state funds to carry out the necessary survey and planning work incident to the undertaking of urban renewal, urban redevelopment, historic preservation, economic development and tourism, slum clearance, conservation and rehabilitation, and the Commission is hereby authorized to proceed with redevelopment projects within the City, including urban renewal, urban redevelopment, rehabilitation and conservation as determined by Council; and administer and enforce the Zoning, Property Maintenance and Rental Housing Codes for the City.

1101.02 PLANS AND MAPS; CAPITAL IMPROVEMENT PROGRAMMING.

   The powers and duties of the Planning Commission shall be to make plans and maps of the whole or any portion of the City and of any land outside of the City, which, in the opinion of the Commission, bears relation to the planning of the City, and to make changes in such plans or maps when it deems the same advisable. Such maps and plans shall show the Commission's recommendation for new streets, alleys, ways, viaducts, bridges, subways, parkways, playgrounds or any other public grounds or public improvements, and the removal, relocation, widening or extension of then existing public works. The Commission shall make such recommendations to the City Manager, Council and department heads concerning the location of streets, transportation and communication facilities and public buildings and grounds as will result in a systematic planning of the City. The Commission shall control, preserve and care for historical landmarks; control in the manner provided by ordinance the design and location of statuary and other works of art which are or may become the property of the City; provide for the removal, relocation and alteration of any such works belonging to the City; and control the design of bridges, viaducts, street fixtures and other public structures and appurtenances.

1101.03 PLATTING COMMISSION.

   The Planning and Zoning Commission shall also be the Platting Commission of the City, and all the powers and duties provided by law for a platting commissioner shall be transferred to such Commission.

1101.04 EMPLOYMENT OF PROFESSIONAL SERVICES.

   The Planning and Zoning Commission has the power to control, appoint or employ such architects, engineers and other professional services, and to appoint such clerks, draftsmen and other subordinates, as it deems necessary for the performance of its functions, provided that the expenditures for such service and employment are within the amounts appropriated for such persons by Council. This section shall in no way be deemed to authorize the Commission to hire legal counsel.

1101.05 DIVISION OF CITY INTO DISTRICTS.

   The Planning and Zoning Commission has the power to frame and adopt a plan for dividing the City or any portion thereof into zones or districts, representing the recommendations of the Commission in the interest of the public health, safety, convenience, comfort, prosperity or general welfare, for the limitations and regulation of the height, bulk and location, including percentage of lot occupancy, setback building lines and area and dimensions of yards, court and other open spaces, and the uses of buildings and other structures and of premises in such zones or districts.

1101.06 REGULATION OF PUBLIC BUILDINGS.

   The Planning and Zoning Commission has control of the location of public, City or County buildings to be erected on ground acquired within the limits of the City, and the size, height, style and general appearance of such buildings. All plans and specifications for the erection thereof shall be submitted to and approved by the Commission before adoption by the authority engaged in such construction.

1101.07 RIGHTS, POWERS AND PRIVILEGES.

   The Planning and Zoning Commission has all the rights, powers and privileges as designated and described in Ohio R.C. 713.01 et seq. and shall perform any and all of the acts therein enumerated, subject to such limitations as are prescribed by law.

1101.08 REGIONAL PLANNING COMMISSION.

   (a)   Council consents to the cooperation of the Planning and Zoning Commission with the Board of County Commissioners of Jefferson County, Ohio, in the creation and organization of a Regional Planning Commission pursuant to the authority given in Ohio R.C. 713.21.
   (b)   The Planning and Zoning Commission is hereby authorized and directed to certify to Council the amount of money necessary for such participation cooperation so that the sum may be considered by Council in adopting the budget for each year.

1103.01 ADOPTION.

   The Comprehensive Plan for the City of Steubenville, Ohio, as prepared by MKSK, LSL Planning, Inc., and Benjamin D. Rickey & Company dated July 2013 is hereby accepted and adopted. (Ord. 2013-58. Passed 9-10-13.)

1103.02 COPIES FOR PUBLIC INSPECTION.

   A complete text of the Comprehensive Plan and maps, ordinances and ordinance references in relation thereto are available for public view and inspection at the offices of the Planning and Zoning Commission and the Clerk of Council.
