MOBILE HOME PARKS
The intent of this article is to establish standards for mobile home park development in order to integrate mobile homes into the community and to provide safeguards for residents of mobile homes. This article applies to mobile home park development.

For the purpose of this article, definitions in section 10-1 apply in addition to the following terms:
Density means the number of mobile home units per gross acre.
Lot means the total area reserved within a mobile home park for the placement of one mobile home and for the exclusive use of its occupants.
Mobile home pad means that part of a lot that has been reserved for the placement of a mobile home, appurtenant structures or additions.
Recreation area means an area, including open space and playgrounds and buildings and apparatus designed for recreational activities, set aside for the use of the mobile home park residents.
Site means the entire gross area of the mobile home park.

Permitted uses are as follows:
(1)
No part of a mobile home park shall be used for nonresidential purposes, except such uses that are required for direct servicing and well-being of park residents and for management and maintenance of the park.
(2)
Mobile homes and accessory buildings.
(3)
Signs as follows:
a.
One entry and one exit sign at each access drive onto a public right-of-way. In no case shall the sign be larger than two square feet of surface area, nor have any moving parts.
b.
One identification sign on each major street frontage, approved in conjunction with the final site plan on the mobile home park. In no case shall such a sign be larger than 32 square feet in surface area or have any moving parts or flashing lights nor stand higher than eight feet.
c.
Such sign shall be no closer to a public right-of-way line than 20 feet.

The regulations in this Code shall not be interpreted so as to supersede or amend any state or federal regulations pertaining to mobile home park development. These regulations are intended to be supplemental to other established mobile home park regulations and their amendments. When the standards and regulations in this Code are more restrictive than other established standards and regulations, the more restrictive shall be used.

It shall be unlawful to construct, alter or extend any mobile home park without the necessary valid permits issued by the appropriate state, county and town officials.

New or expanded mobile home parks shall meet or exceed the following development standards:
(1)
Site size. The site size shall be a minimum of 10,000 square feet.
(2)
Density. The maximum density of mobile home parks shall eight units per gross acre.
(3)
Site coverage. Maximum mobile home lot coverage, including the mobile home plus accessory buildings and structures, shall not exceed 50 percent.
(4)
Access. All mobile home parks shall have access to a public right-of-way.
(5)
Lot size. Minimum lot area shall be 5,000 square feet with no less than 50 feet of lot width, provided that both municipal or community water and sanitary systems are available.
(6)
Mobile home pad. Each mobile home lot shall be provided with a well-drained pad with a firm base, approved by the building official, for the placement of the mobile home. Each pad shall be appropriate and sufficient to accommodate the dimension of the type of mobile home anticipated in the mobile home park.
(7)
Setback. All mobile homes, attached structures and accessory buildings shall be set back not less than the 15 feet from all property lines and 20 feet from any public roadway.
(8)
Separation. Within the mobile home park, mobile homes shall be located a minimum of 15 feet apart
(9)
Height. Maximum height for any structure within a mobile home park shall be that of the land use district in which the park is to be located.
(10)
Safe access. All mobile home parks shall be provided with safe and convenient vehicular and pedestrian access from abutting public streets to serve each lot in the mobile home park.
(11)
Streets. Streets shall be paved and should be of adequate width to accommodate any contemplated parking and expected traffic load, but, in all cases, shall meet the following minimum requirements:
a.
Collector streets with guest parking shall be 24 feet wide face of curb to face of curb.
b.
All dead end streets shall be limited to a maximum length of 1,400 feet and shall be provided with a cul-de-sac of at least 74 feet in diameter.
c.
Minimum access width to each mobile home pad shall be 12 feet.
(12)
Parking. Two off-street parking spaces per mobile home shall be provided.
(13)
Sidewalks. Same, convenient, concrete sidewalks, a minimum width of four feet, shall be provided along all interior and frontage streets, except a sidewalk is required on only one side of a cul-de-sac street.
(14)
Recreation area. A minimum of ten percent of the gross site area shall be reserved for park and recreation development. Such areas shall be cumulated into accessible locations and shall be developed with trees, grass, benches, recreational equipment, etc.
(15)
Landscaping. Landscaping required to provide a buffer between mobile home parks and adjacent residential properties and along each street frontage includes a greenbelt planting strip of not less than 20 feet in width along the perimeter of the mobile home park where it abuts the public right-of-way or an area zoned in any residential coniferous trees, together with shrubs, grass or ground cover. Trees shall be of a minimum two-inch caliper and planted at a density of not less than three trees per 20 lineal feet of greenbelt. Landscaping shall be permanently maintained and is the responsibility of the property owner or the mobile home park homeowners' association.
(16)
Utilities. Utilities shall be provided in the following manner or in an alternative manner approved by the town council:
a.
All sanitary sewage utilities and water facilities, including connections provided to individual lots, shall meet the development requirements and pay the connection fees of the town.
b.
The plumbing connections to each mobile home lot shall be constructed so that all lines are protected from freezing, from accidental bumping or from creating any type of nuisance or health hazard.
c.
Town water shall be piped to each mobile home.
d.
Storm drainage facilities shall adequately collect stormwater on the site and provide for on-site infiltration to the groundwater.
e.
All electric, telephone and other utility lines to each mobile home lot shall be installed underground. When meters are installed, they shall be uniformly located for convenient access.
f.
All fuel lines leading to mobile home lots shall be installed underground and so designed as to conform with any applicable state or town standards. When separate meters are installed, each shall be located in a uniform manner for convenient access.
g.
Facilities for the storage and disposal of trash and garbage in a sanitary and lawful manner shall be provided in each mobile home park.
h.
Street and yard lights, attached to standards approved by the town, shall be provided in sufficient number and intensity to permit the safe movement of vehicles and pedestrians at night, and shall be effectively related to buildings, trees, walks, steps, and ramps. Lighting shall be shielded to prevent light spillover off the site and into the night sky.
i.
The erection, construction, reconstruction, repair, relocation and/or alteration of all permanent buildings and structures located within a mobile home park shall conform to the requirements of the Uniform Building Code adopted by the town and any applicable regulations of the state.
j.
All mobile home parks developed under this article comply with all applicable regulations of the state related to plumbing and electrical requirements.
(17)
Fire protection. The water supply system serving the mobile home park shall be subject to the rules and regulations of the local fire protection authority town volunteer fire department or the system shall meet the standards for adequate fire protection established by the National Fire Protection Association Standard, whichever is more stringent. Nonetheless, fire protection systems must be approved by the town fire chief.
