A Planning Commission in accordance with Ohio R.C. 713.01 is hereby established, which Commission shall consist of five members: the Mayor, Safety-Service Director and three residents of the Municipality who shall serve without compensation and who shall be appointed by the Mayor for a term of six years, except that the term of one of the members of the first Commission shall be for four years and one for two years. It is further provided that the Planning Commission shall administer the Planning and Zoning Code and all other matters pertaining to zoning, approving of plats, widening, vacating and changing the use of buildings, property, utilities or terminal whether publicly or privately owned or operated.
The Commission shall further make recommendation to public officials concerning the general location, character and extent of any public or private ways, grounds, open spaces, buildings or property with the idea in mind of providing the City with a general building plan in order to promote public welfare and to perform any and all other duties required by ordinance of Council and the laws of the State.

1102.01 PLAT FEES.
The following schedule of fees is hereby established for the approval and registration of plats by the Zoning Commissioner and Planning Commission of the City:
Five dollars ($5.00) for any plat containing from one to twenty lots, and a charge of ten cents ($.10) per lot in excess of twenty lots.

1102.02 DEPOSIT REQUIRED FOR ZONE CHANGE.
Any person or firm desiring or petitioning Council to amend the Zoning Ordinance from one classification to another, which request will necessitate expenses for legal advertising, shall deposit four hundred fifty dollars ($450.00) with the secretary of the Zoning Commission, which fee shall be utilized for legal advertising and mailing cost and if such fees should exceed the four hundred fifty dollar ($450.00) deposit the person or firm shall assume all cost above such deposit and any amount not used for such purpose shall be refunded to the petitioner. All of the cost shall be paid by the petitioner prior to the Ordinance being voted upon by Council.

1102.03 ZONING PERMIT; FEE.
The Safety-Service Director is hereby authorized to issue zoning permits for the City prior to the issuance of a building permit by the Mahoning County Building and Inspection Department.
The fee for a zoning permit shall be twenty dollars ($20.00).
