This [R-OI restricted office institutional] district is intended to permit those office and restricted business uses which provide opportunities for employment close to residential areas, thus reducing travel to and from work; and which provide clean, modern buildings in landscaped settings; which provide, adjacent to residential areas, appropriate districts for uses which do not generate a large volume of traffic; and which promote the most desirable land use in accordance with the comprehensive development plan.
[Permitted uses in the R-OI district shall include the following:]
A.
Single-family detached dwellings and two-family dwellings.
B.
Accessory buildings or uses customarily incidental to any of the permitted uses, when located on the same lot and not involving any business, profession, trade or occupation, provided further, that all accessory buildings shall conform and be located as required in section 4.09.
C.
Off-street parking and loading in accordance with the requirements of article XVII of this ordinance.
D.
Churches and related uses on the same premises and operated by the church, provided that, within an AG, R-1, R-2 zone, the lot size shall be no less than one acre.
E.
Home occupations.
F.
Schools, kindergartens, nursery schools and day care centers, provided that:
a)
Off-street loading and unloading spaces are provided; and
b)
At least 100 square feet of outdoor play area is supplied for each child; and
c)
The entire play area is enclosed by a fence having a minimum height of four feet and constructed in such a manner that maximum safety to children is ensured.
G.
Elementary, junior and senior high schools, colleges/universities, publicly owned recreation centers, YMCAs, libraries, museums, and similar institutions.
H.
Public service offices, such as EMS, ambulance, police, fire, etc.
I.
Dance schools, music schools, etc.
J.
Funeral homes.
K.
Jewelry stores and similar retail establishments.
L.
Medical, dental, and similar clinics and service facilities.
M.
Professional offices, such as accountants, attorneys, insurance, real estate, engineering, banks, etc.
N.
Signs for advertising, incidental uses, identification, bulletin boards, point of business signs, and signs which do not require a permit.

[Conditional uses permitted in the R-OI district shall include the following:]
A.
Garage apartments, provided that no more than one shall be permitted on a lot with another dwelling and, provided, such shall be permitted only within a rear yard and, provided that the lot on which such use is to be established meets the minimum lot area requirements for a two-family dwelling.
B.
Commercial amusement and recreational activities carried on within or without a building, such as cinemas, theaters, golf courses, driving ranges, etc.
C.
Animal hospitals, commercial kennels, veterinary clinics, and animal boarding places located at least 200 feet from the nearest residential zoned district.
D.
Art studios and photography studios (not as a home occupation).
E.
Beauty shops, barbershops, drugstores, flower shops, and specialty shops (novelty shops, gift shops, and stores of similar nature).
F.
Private clubs and lodges.
G.
Golf courses, provided that:
a)
It shall be for daytime use only; and
b)
All greens and fairways shall be set back at least 100 feet from any property line; and
c)
All tees and structures shall meet minimum setback requirements for single-family residences within the district.
H.
Grocery stores, and fruit or vegetable markets.
I.
Hotels, motels, restaurants and food catering.
J.
Temporary structures (tents, canopies).
K.
Advertising separate use signs.
L.
All radio, cellular phone, or similar transmission/receiving towers.

Protective screening for R-OI districts adjacent to or near residential districts shall be in compliance with the regulations set forth in section 4.11 of the ordinance.
