ARTICLE III
Establishment of Districts; Zoning Map
§ 185-7 General establishment.
Tullytown Borough is hereby divided into districts of different types, each type being of such number, shape, kind and area, and of such common unity of purpose and adaptability of use that are deemed most suitable to carry out the objectives of this chapter. Every parcel of land and every building or other structure in the Borough, except as otherwise provided by law or by ordinance, shall be subject to the regulations, restrictions and requirements specified for the district in which it is located.
§ 185-8 Types of districts.
The districts are established and designated as follows:
A.
Zoning Districts.

Districts are bounded and defined as shown on the accompanying map entitled "Zoning Map." The "Flood Boundary and Floodway Map," provided by FEMA with all explanatory matter thereof, is hereby made a part of this chapter. The "Flood Boundary and Floodway Map" is based upon the map prepared by the United States Department of Housing and Urban Development, Federal Insurance Administration, Flood Boundary and Floodway Map (Community Panel No. 420206 May 18, 1999) as amended, and is hereby incorporated into this chapter. The Flood Boundary and Floodway Map is an overlay to the Zoning Map, and the requirements of both districts shall apply.

§ 185-10 Interpretation of district boundaries.
Where uncertainty exists with respect to the boundaries of the district as indicated on the Zoning Map, the following rules shall apply:
A.
Where district boundaries are indicated as approximately coinciding with the center lines of streets, highways, railroad lines, or streams, such center lines shall be construed to be such boundaries.
B.
Where district boundaries are so indicated that they approximately coincide with lot lines, such lot lines shall be construed to be said boundaries.
C.
Where district boundaries are so indicated that they are approximately parallel to center lines of streets or highways, such district boundaries shall be construed as being parallel thereto and at such distance therefrom as indicated on the Zoning Map.
D.
Where district boundaries divide a lot, the locations of such boundaries are deemed to be lines which connect two identification points.
E.
Because floodwaters follow the precise topography of the land and because of the impracticality of showing precise topography on a small scale map, the flood profiles which accompany the most recent Flood Insurance Study (US Department of Housing and Urban Development, Federal Insurance Administration) are hereby incorporated in this chapter.
F.
Where interpretation is needed concerning the exact location of any boundary of the Flood Hazard Area, the Zoning Hearing Board shall make the necessary determination after consulting with the Planning Commission and Borough Engineer.
§ 185-11 Continuation in National Flood Insurance Program.
Participation in the National Flood Insurance Program is mandatory in Pennsylvania under Act 166 of October 4, 1978, P.L. 851, No. 1978-166 (32 P.S. §§ 679.101 to 679.601). As such, the Borough hereby agrees to perform whatever administrative functions that are mandatory by law including the requirement to forward all proposed amendments of these regulations to the Administrator of the National Flood Insurance Program and the appropriate state agency, prior to adoption.
§ 185-12 Statement of purpose and intent for districts.
A.
R-1 Residential 1 District. The purpose and intent of this district is to retain the character of existing single-family residential areas, to maintain the existing lot residential density, to encourage the preservation of permanent open space by providing appropriate standards, to protect these areas from incompatible development, and to create conditions conducive to carrying out the broad purposes of this chapter.
B.
R-2 Residential 2 District. The purpose and intent of this district is to provide appropriate areas for multifamily development in order to broaden the Borough's housing base and, therefore, serve a greater variety of housing needs, to provide reasonable standards to prevent overcrowding of land, to regulate the density of population, to avoid undue congestion in the streets, to allow for harmonious development of apartments and other uses that are compatible with higher density residential development, and to create conditions conducive to carrying out the broad purposes of this chapter.
C.
BC Borough Center District. The purpose of this district is to maintain the character of the Borough core by preventing overcrowding, encouraging coordinated efforts to meet circulation and parking needs, to provide for public convenience, and to fulfill the other broad purposes of this chapter. This district provides for a variety of housing types and a few neighborhood-type commercial and professional services.
D.
SC Shopping Center District. The purpose and intent of this district is to encourage the establishment of compact commercial and office development of unified design, which will serve primarily the immediate community and in which traffic and parking congestion are reduced to a minimum; to preserve the character of surrounding areas of the community and create conditions conducive to carrying out the broad purposes of this chapter.
E.
HC Highway Commercial District. The purpose and intent of this district is to provide reasonable standards for the orderly development of highway oriented businesses and commercial uses, to provide for the development of those businesses that, due to the nature of their activities, can most appropriately be located along major highways, to avoid undue congestion on the streets, and to fulfill the broad purposes of this chapter.
F.
LI Light Industrial District. The purpose and intent of this district is to provide for the continuation and reasonable expansion of existing industries and the establishment of new industries within the existing industrial area. Performance and development standards will help ensure desirable and attractive industrial areas and help create conditions conducive to carrying out the broad purposes of this chapter.
G.
FW Floodway District. The purpose and intent of this district is to prevent the loss of property and life, to prevent the creation of health and safety hazards, to prevent the disruption of commerce and governmental services, and to render unnecessary the expenditure of public funds for flood relief and to prevent the impairment of the tax base by establishing strict standards for the floodway.
H.
FF Flood-Fringe District. The purpose and intent of this district is to prevent the loss of property and life, to prevent the creation of health and safety hazards, to prevent the disruption of commerce and governmental service and to render unnecessary the expenditure of public funds for flood relief, and to prevent the impairment of the tax base by establishing special standards for the floodway fringe.
I.
AF Approximate Floodplain District. The purpose and intent of this district is to prevent the loss of property and life, to prevent the creation of health and safety hazards, to prevent the disruption of commerce and governmental service, and to render unnecessary the expenditure of public funds for flood relief and to prevent the impairment of the tax base by establishing special standards for the approximate one-hundred-year floodplain.
J.
SWD Solid Waste Disposal District. The purpose of this district is to provide an area for the location of municipal solid waste facilities. The intent is to encourage high-quality facilities that provide needed service while protecting the rights of its neighbors and protecting the environment.
K.
SWS Solid Waste Staging District. The purpose of this district is to provide an area for the staging of landfill operations including maintenance, repair, laboratory, and administrative activities.
