CHAPTER 5

ANNEXATIONS

§ 13-5-1 ANNEXATION - NOVEMBER 21, 1994.

   (a)   A petition for the annexation of certain lands described in the attachment hereto was filed by Richard A. and Jaclyn L. Rosenbush on or about November 7,1994.
   (b)   Appropriate service of said petition was made on the Clerk for the village in Barron County and for the Clerk for the Town of Beaver in Polk County.
   (c)   Appropriate notice was sent to the Department of Administration for the state.
   (d)   The Village Board has determined that the annexation of said land is in the best interest of the citizens of the village.
   (e)   The real estate described as follows hereto be and hereby is annexed to the village and detached from the Town of Beaver in Polk County, Wisconsin.
 
The NE quarter of the NE quarter of Section 36, Township 34 N, Range 15 W in the Town of Beaver, Polk County, Wisconsin except:
      (a)   That parcel of land described in Volume 195 of Records, page 132, Document No. 282512 in the Office of the Register of Deeds for Polk County;
      (b)   That parcel of land described in Volume 487 of Records, page 369, Document No. 439547 in the Office of the Register of Deeds for Polk County; and
      (c)   Those parcels of land comprising the right-of-way of U.S. Highway 8 described in the following documents of records in the Office of the Register of Deeds for Polk County:
         (i)   Volume 186 of Records, page 8, Document No. 275822;
         (ii)   Volume 234 of Records, page 123, Document No. 300249; and
         (iii)   Volume 535 of Records, page 362, Document No. 470078.

§ 13-5-2 ANNEXATION - SEPTEMBER 18, 1995.

   (a)   A petition for the annexation of certain lands described in the attachment hereto was filed by Phyllis E. Lowe and Donovan, Beverly, and Lisa Niemann on August 21,1995.
   (b)   Appropriate service of said petition was made on the Clerk for the village in Barron County and for the Clerk for the Town of Beaver in Polk County.
   (c)   Appropriate notice was sent to the Department of Administration for the state.
   (d)   The Village Board has determined that the annexation of said lands is in the best interest of the citizens of the village.
   (e)   The real estate described as follows is hereby annexed to the village and detached from the Town of Beaver in Polk County.
 
The Northeast quarter of the NW quarter and the NW quarter of the NW quarter, Section 36, Township 34 N, Range 15 W except the rights-of-way of U.S. Highways 8 and 63 described in Volume 138 of Deeds, page 599, Document No. 210635, Volume 181 of Deeds, page 619, Document No. 275771, and in Volume 524 of Records, 242, Document No. 463075 in the Office of the Register of Deeds for Polk County.

The Northwest quarter of the NE quarter, Section 36, Township 34 N, Range 15 W except the rights-of-way of U.S. Highways 8 and 63 described in Volume 142 of Deeds, page 96, Document No. 211327 and Volume 531 of Records, page 859, Document No. 467833 all in the Office of the Register of Deeds for Polk County.

§ 13-5-3 ANNEXATION - JUNE 15, 1998.

   (a)   A petition for the annexation of certain lands described in the attachment hereto was filed by Richard A. Rosenbush and Jaclyn L. Rosenbush, and Thomas Dominick and Nancee Dominick on May 12, 1998.
   (b)   Appropriate service of said petition was made on the Clerk of the village, Barron and Polk Counties, and for the Clerk for the Town of Beaver in Polk County.
   (c)   Appropriate notice was sent to the Department of Administration for the state.
   (d)   The Village Board has determined that the annexation of said lands is in the best interest of the citizens of the village.
   (e)   The Village Board establishes a temporary zoning classification on said annexed lands as B-2 Highway Commercial District until the comprehensive zoning ordinance can be amended.
   (f)   The real estate described in Attachment C is hereby annexed in the village and detached from the Town of Beaver in Polk County.

§ 13-5-4 ANNEXATION - AUGUST 17, 1998.

   (a)   The village wishes to annex lands it owns, and an attached town island in the Town of Beaver, Polk County.
   (b)   Said lands are further described as follows:
 
Lot 1 and Outlot 1 of that certified survey map recorded in Volume 11 of Certified Survey Maps on page 46, Document Number 561362 in the Office of Register of Deeds in and for Polk County, being a part of the NE quarter of the NE quarter of Section 36, Township 34 N, Range 15 W, Polk County.
 
   (c)   Appropriate notice was made on the Clerk of the Town of Beaver and Clerk of the County of Polk.
   (d)   The Village Board has determined that the said lands are contiguous to the village, and annexation is in the best interest of the citizens of the village.
   (e)   The Village Board establishes a temporary zoning classification on said annexed lands as B-2 Highway Commercial until the comprehensive zoning ordinance can be amended.
   (f)   The real estate described above and in Attachment D be and hereby is annexed into the village and detached from the Town of Beaver in Polk County.

§ 13-5-5 ANNEXATION - FEBRUARY 15, 1999.

   (a)   A petition for the annexation of certain lands described in the attachment hereto was filed by Daniel and Ruth Michaelson on October 21, 1998.
   (b)   Said lands are described as follows:
 
Outlot 1 of that certified survey map recorded in Volume 11 of Certified Survey Maps on page 46, Document Number 561362 in the Office of Register of Deeds in and for Polk County, being a part of the NE quarter of the NE quarter of Section 36, Township 34 N, Range 15 W, Polk County.
 
   (c)   Appropriate notice was made on the Clerk of the Town of Beaver and Clerk of the County of Polk.
   (d)   The Village Board has determined that the said lands are contiguous to the village, and annexation is in the best interest of the citizens of the village.
   (e)   The Village Board establishes a temporary zoning classification on said annexed lands as B-2 Highway Commercial until the comprehensive zoning ordinance can be amended.
   (f)   The real estate described above and Attachment E be and hereby is annexed into the village and detached from the Town of Beaver in Polk County.

§ 13-5-6 ANNEXATION - FEBRUARY 15, 1999.

   (a)   The village wishes to annex lands it owns in the Town of Beaver, Polk County.
   (b)   Said lands are described as follows:
 
Lot 1 of that certified survey map recorded in Volume 11 of Certified Survey Maps on page 46, Document Number 561362 in the Office of Register of Deeds in and for Polk County, being a part of the Northeast quarter of the Northeast quarter of Section 36, Township 34 N, Range 15 W, Polk County.
 
   (c)   Appropriate notice was made on the Clerk of the Town of Beaver and Clerk of the County of Polk.
   (d)   The Village Board has determined that the said lands are contiguous to the village, and annexation is in the best interest of the citizens of the village.
   (e)   The Village Board establishes a temporary zoning classification on said annexed lands as B-2 Highway Commercial until the comprehensive zoning ordinance can be amended.
   (f)   The real estate described above and Attachment F be and hereby is annexed into the village and detached from the Town of Beaver in Polk County.

§ 13-5-7 ANNEXATION - MARCH 25,1999.

   (a)   A petition for the annexation of certain lands described in the attachment hereto was filed by Donovan and Beverly Niemann on March 15, 1999.
   (b)   Said lands are described as follows:
 
The SW quarter of NE quarter, Section 36, Township 34 North, Range 15 West, Polk County.
 
   (c)   Appropriate notice was made on the Clerk of the Town of Beaver and Clerk of the County of Polk.
   (d)   The Village Board has determined that the said lands are contiguous to the village, and annexation is in the best interest of the citizens of the village.
   (e)   The Village Board establishes a temporary zoning classification on said annexed lands as Agricultural/Conservancy until the comprehensive zoning ordinance can be amended.
   (f)   The real estate described above and Attachment G be and hereby is annexed into the village and detached from the Town of Beaver in Polk County.

§ 13-5-8 ANNEXATION - NOVEMBER 18, 2002.

   (a)   On October 21, 2002 the Village Board declared their intention to initiate proceedings to annex in to the village corporate limits the below described contiguous village owned property, locally known as the Boy Scout Camp:
 
Parcel BE 375B, Section 24, Town 34 N, Range 15 W, S 200 feet of the Southeast to Southeast described in Volume 251/347, approximately five acres in the Town of Beaver, Polk County.
Parcel BE376A, Section 25, Town 34, Range 15, the North one-half of the NE-NE, approximately 20 acres in the Town of Beaver, Polk County.
 
   (b)   Appropriate notice was made to the public and the Planning Commission met on November 14, 2002, and recommended aforementioned annexation to the Village Board.
   (c)   The Village Board has determined that annexation of the said lands is in the best interest of the citizens of the village.
   (d)   The Village Board establishes a temporary zoning classification on said annexed lands as C-1 Conservancy until the comprehensive zoning ordinance can be amended.
   (e)   The real estate described above and attached hereto and hereby is annexed in to the village, Polk County, and detached from the Town of Beaver, Polk County.

§ 13-5-9 ANNEXATION - NOVEMBER 3, 2003.

   (a)   Todd M. Ostermann filed a petition for the direct annexation by unanimous approval of certain lands described in the attachment hereto on October 1, 2003.
   (b)   Said lands are described as follows:
 
Parcel A: That part of the SW quarter of the NW quarter of Section 29, T34N, R14W, in the Town of Almena, Barron County lying East of the northerly-southerly road through said SW quarter of the NW quarter.
Parcel B: That part of the Southeast quarter of the NW quarter of Section 29, T34N, R14W in the town of Almena, Barron County described as follows: Commencing at the East quarter corner of Section 29, thence West, along the EW quarter line, 3498.40 feet to the point of beginning: thence North 10 degrees 59” West, 134.00 feet; thence N 62 degrees 41’25” E, 131.70 feet; thence east, parallel with the EW quarter line, 767 feet more or less to the E line of said SE quarter of the NW quarter; thence North along the E line of the SE quarter of the NW quarter 1,128 feet more or less to the NE corner of said SE quarter of the NW thence West, along the North line of the SE quarter if the NW quarter, 1,320 feet more or less to the NW corner of said SE quarter of the NW quarter; thence South, along the West line of the SE quarter if the NW thence South, along with the West line of the SE quarter of the NW quarter, 1,329 feet more or less to the SW corner of said SE quarter of the NW quarter; thence East, along the East-West quarter line, 462 feet more or less to the point of beginning.
 
   (c)   Appropriate notice was made on the Clerk of the Town of Almena and Clerk of the County of Barron.
   (d)   The Village Board has determined that the said lands are contiguous to the village, and annexation is in the best interest of the citizens of the village.
   (e)   The Village Board establishes a temporary zoning classification of C-1 Conservancy until such time the comprehensive zoning ordinance can be amended.
   (f)   The real estate described above and attached hereto be and hereby is annexed in to the village and detached from the Town of Almena, Barron County.

§ 13-5-10 ANNEXATION - SEPTEMBER 19, 2011.

   (a)   Territory annexed. In accordance with Wis. Stats. § 66.0217 and the petition for direct annexation filed with the Village Clerk on June 21, 2011, signed by a number of electors residing in the territory equal to at least the majority of votes cast for governor in the territory at the last gubernatorial elections and the owners of at least one-half of the real property in assessed value in the territory, the following described territory in the Town of Almena, Barron County, is annexed to the village:
 
Parcel # 002-2900-13-000: PLAT 8-2 PRT SE-NW DESC AS COM AT E lA COR SEC 29 TH W ALG E-W QUARTER LN 3498.4 FT TO POB TH N 10 DEG W 134 FT TH N 62 DEG E 131.7 FT TH E PRL E-W QUARTER LN 767 FT +- TO E LN SD SE-NW TH S ALG E LN SD QUARTER TO INT HWY 8 TH SWLY ALG NLY ROW USH TH W.
Section 29, Township 34N, Range 14W: Part of the SE-NW described as commencing at the E quarter corner of Section 29, then W along the EW quarter line 3498.4 feet to the point of beginning Then N 10 degrees W 134 feet, then north 62 degrees E 131.7 feet, then E parallel to the EW quarter line 767 feet (plus or minus) to the east line of said SE-NW, then S along the east line of SE-NW to the intersection with Hwy 8, then southwesterly along the northerly right-of-way of USH 8 Then west along the south forty line to the point of beginning, except for highway described in 866/557.
 
   (b)   Effect of annexation. From and after the date of this section the territory described in subsection (a) above shall be part of the village for any and all purposes provided by law, and all persons coming or residing within such territory shall be subject to all ordinances, rules, and regulations governing the village.
   (c)   Temporary zoning classification.
      (1)   Upon recommendation of the Plan Commission, the territory annexed to the village by this section is temporarily zoned as follows, pursuant to Wis. Stats. § 66.0217(8)(a): Conservancy District.
      (2)   The Plan Commission is directed to prepare an amendment to the zoning ordinance setting forth permanent classifications and regulations for the zoning of the annexed area and to submit its recommendations to the Board not later than December 31, 2011.
   (d)   Ward designation. The territory described in subsection (a) above is hereby made a part of the Ward 1 of the village, subject to the ordinances, rules, and regulations of the village governing wards.
   (e)   Severability. If any provision of this section is invalid or unconstitutional, or if the application of this section to any person or circumstances is invalid or unconstitutional, such invalidity or unconstitutionality shall not affect the other provisions or applications of this section which can be given effect without the invalid or unconstitutional provision or application.
   (f)   Payment to town. Pursuant to Wis. Stats. § 66.0217(14), the Village Board agrees to pay annually to the Town of Almena, for five years, an amount equal to the amount of property taxes that the town levied on the annexed territory, as shown by the tax roll under Wis. Stats. § 70.65 in 2011.

§ 13-5-11 ANNEXATION - AMEND MARCH 2012.

   (a)   The legal description contained in § 13-5-10 is hereby amended to read as follows:
 
Section 29, Township 34N, Range 14W: Part of the SE-NW described as commencing at the E quarter corner of Section 29 then W along the EW quarter line 3498.4 feet to the point of beginning then N 10 degrees W 134 feet then N 62 degrees E 131.7 feet then E parallel to the EW quarter line 767 feet (plus or minus) to the E line of said SE-NW then south along the E line of SE-NW to the intersection with Hwy 8 Then southwesterly along the northerly right-of-way of USH 8 Then west along the S 40 line to the point of beginning, except for highway described in 866/557.
 
   (b)   In all other respects § 13-5-10 shall remain unchanged.

§ 13-5-12 ANNEXATION - AUGUST 21, 2017.

   (a)   Territory annexed. In accordance with Wis. Stats. § 66.0217 and the petition for direct annexation filed with the Village Clerk on the June 19, 2017, signed by a number of electors residing in the territory equal to at least the majority of votes cast for governor in the territory at the last gubernatorial elections and the owners of at least one-half of the real property in assessed value in the territory, the following described territory in the Town of Beaver, Polk County, is annexed to the village:
 
Parcel # 008-00943-0300 Legal Description: Lot 3, Certified Survey Map 5755, Volume 26, Page 21, located in the SW quarter of the NE quarter and the NE quarter of the SE quarter of Section 36, Township 34 North, Range 15 West, Town of Beaver, Polk County.
 
   (b)   Effect of annexation. From and after the date of this section the territory described in subsection (a) above shall be part of the village for any and all purposes provided by law, and all persons coming or residing within such territory shall be subject to all ordinances, rules, and regulations governing the village.
   (c)   Temporary zoning classification.
      (1)   The territory annexed to the village by this section is temporarily zoned as follows, pursuant to Wis. Stats. § 66.0217(8)(a): B-1 General Commercial District.
      (2)   The Plan Commission is directed to review the zoning designation and, upon confirmation, to prepare an amendment to the zoning ordinance setting forth permanent classifications and regulations for the zoning of the annexed area, and to submit its recommendations to the Board no later than December 31, 2017.
   (d)   Ward designation. The territory described in subsection (a) above is hereby made a part of the Ward 2A of the village, subject to the ordinances, rules, and regulations of the village governing wards.
   (e)   Severability. If any provision of this section is invalid or unconstitutional, or if the application of this section to any person or circumstances is invalid or unconstitutional, such invalidity or unconstitutionality shall not affect the other provisions or applications of this section which can be given effect without the invalid or unconstitutional provision or application.
   (f)   Payment to town. Pursuant to Wis. Stats. § 66.0217(14), the Village Board agrees to pay annually to the Town of Almena, for five years, an amount equal to the amount of property taxes that the town levied on the annexed territory, as shown by the tax roll under Wis. Stats. § 70.65 in 2017.

§ 13-5-13 ANNEXATION - MAY 4, 2023.

   (a)   Territory annexed. In accordance with Wis. Stats. § 66.0217(2) and the petition for direct annexation filed with the Village Clerk on May 4, 2023, signed by all of the owners and electors residing in the territory, the following described territory in the Town of Beaver, Polk County, Wisconsin, is annexed to the village:
 
Parcel #008-00943-0000 Legal Description: Lot Two (2), Certified Survey Map 5755, Volume 26, Page 18, located in the NW-SE & NE-SE, of Section Thirty-six (36), Township Thirty-four (34) North, Range Fifteen (15) West, Town of Beaver, Polk County, Wisconsin.
 
   (b)   Effect of annexation. From and after the date of this ordinance the territory described in division (a) above shall be part of the village for any and all purposes provided by law and all persons coming or residing within such territory shall be subject to all ordinances, rules and regulations governing the village.
   (c)   Temporary zoning classification.
      (1)   The territory annexed to the village by this section is temporarily zoned as follows, pursuant to Wis. Stats. § 66.0217(8)(a): B-l General Commercial District.
      (2)   The Plan Commission is directed to review the zoning designation and, upon confirmation, to prepare an amendment to the zoning ordinance setting forth permanent classifications and regulations for the zoning of the annexed area and to submit its recommendations to the Board no later than December 31, 2023.
   (d)   Ward designation. The territory described in division (a) above is hereby made apart of Ward 2 of the Village of Turtle Lake, subject to the ordinances, rules and regulations of the village governing wards.
   (e)   Severability. If any provision of this section is invalid or unconstitutional, or if the application of this section to any person or circumstances is invalid or unconstitutional, such invalidity or unconstitutionality shall not affect the other provisions or applications of this section which can be given effect without the invalid or unconstitutional provision or application.
   (f)   Payment to town. Pursuant to Wis. Stats. § 66.0217(14), the Village Board agrees to pay annually to the Town of Beaver, for five years, an amount equal to the amount of property taxes that the town levied on the annexed territory, as shown by the tax roll under Wis. Stats. § 70.65 in 2023.
   (g)   Clerk duties. The Village Clerk is directed to file and record copies of this section as required by statute.

ATTACHMENT A: RESOLUTION 1994-08 ANNEXATION RESOLUTION.

   (a)   Whereas, a petition for direct annexation of the following described territory of the Town of Beaver, Polk County was filed with the Village Clerk on the day of November 7, 1994:
 
The Northeast quarter of the Northeast quarter of Section 36, Township 34 North, Range 15 West in the Town of Beaver, Polk County except:
   (a)   That parcel of land described in Volume 195 of Records, page 132, Document No. 282512 in the Office of the Register of Deeds for Polk County;
   (b)   That parcel of land described in Volume 487 of Records, page 369, Document No. 439547 in the Office of Register of Deeds for Polk County; and
   (c)   Those parcels of land comprising the right-of-way of U.S. Highway 8 described in the following documents of record in the Office of the Register of Deeds for Polk County;

   (b)   The Village Attorney has investigated the petition and has certified to the Village Board it was signed by the sole owners of the land described in the petition as of the date of the filing of the petition and that the land to be annexed is properly described in the petition and is shown on the scale map attached thereto, is contiguous to the village and is unincorporated.
   (c)   The Village Board has determined the petition for annexation of the above described territory is a sufficient and legal petition conforming with the requirements of Wis. Stats. § 66.021.
   (d)   The petition for annexation be accepted and directs the Village Clerk to notify the Clerk of the Town of Beaver, Polk County, of the acceptance of the annexation petitions, either by personal service or registered mail, the return receipt requested, in accordance with Wis. Stats. § 66.021(5)(a).
   (e)   The above described territory in subsection (a) shall be a part of the village for any and all purposes provided by law, and all persons coming or residing within such territory shall be subject to all ordinances, rules, and regulations of the village.
   (f)   The petition for annexation is to be accepted and directs the Plan Commission of the village to prepare an amendment to the zoning ordinance to set forth the permanent classification and regulation for the zoning of the annexed territory, and to submit its recommendations to the Village Board at a date not later than February 1, 1995.
   (g)   Date this twenty-first day of November, 1994.

ATTACHMENT B: RESOLUTION 1994-13 ANNEXATION RESOLUTION.

   (a)   A petition for direct annexation of the following described territory of the Town of Beaver, Polk County, was filed with the Village Clerk on August 21, 1995:

   (d)   The above described territory in subsection (a) shall be a part of the village, for any and all purposes provided by law, and all persons residing within such territory shall be subject to all ordinances, rules, and regulations of the village.
   (e)   The petition for annexation is to be accepted and directs the Plan Commission of the village to prepare an amendment to the zoning ordinance to set forth the permanent classification and regulation for the zoning of the annexed territory, and to submit its recommendations to the Village Board at a date not later than November 1,1995.
   (f)   Dated this eighteenth day of September, 1995.

ATTACHMENT C: RESOLUTION 1998-4 ANNEXATION RESOLUTION.

   (a)   A petition for direct annexation of the following described territory of the Town of Beaver, Polk County was filed with the Village Clerk on May 12, 1998:
 
The S half of SE quarter except parcel recorded in Volume 335 Records, page 600, document No. 345130 (right-of-way of USHWY 8) and parcel recorded in Volume 376 Records, page 691, Document No. 364514 (right-of-way of Polk County Trunk Highway “T”), Section 25 Township 34 N, Range 15 W, Polk County.
 
   (b)   The Village Attorney has investigated the petition and has certified to the Village Board it was signed by the sole owners and all electors of the land described in the petition as of the date of the filing of the petition, and that the land to be annexed is properly described in the petition and is shown on the scale map attached thereto, is contiguous to the village and is unincorporated.
   (c)   The Village Board has determined the petition for annexation of the above described territory is sufficient and legal petition conforming with the requirements of Wis. Stats. § 66.021.
   (d)   Hereby resolves that the petition for annexation be accepted and directs the Village Clerk to notify the Clerk of the Town of Beaver, Polk County of the acceptance of the annexation petitions, either by personal service or registered mail, the return receipt requested, in accordance with Wis. Stats. § 66.021(5)(a).
   (e)   Be it further resolved that from and after the date of this resolution, the above described territory shall be a part of the village for any and all purposes provided by law, and all persons residing within such territory shall be subject to all ordinances, rules, and regulations of the village.

   (a)   The village wishes to annex lands it owns, and an attached town island in the Town of Beaver, Polk County. Said lands are further described as follows:
 
Lot 1 and Outlet 1 of that certified survey map recorded in Volume 11 of Certified Survey Maps on page 46 Document Number 561362 in the office of Register of Deeds in and for Polk County, being a part of the NE quarter of the NE quarter of Section 36, Township 34 N, Range 15 W, Polk County.
 
   (b)   The Village Attorney has investigated that the land to be annexed is property described and is shown on the scale map attached thereto is contiguous to the village and is unincorporated.
   (c)   The Village Board has determined that the annexation of the above described territory is sufficient and legal conforming with the requirements of Wis. Stats. §§ 66.025 and 66.021(15).
   (d)   The above described territory in subsection (a) shall be a part of the village for any and all purposes provided by law, and all persons within such territory shall be subject to all ordinances, rules, and regulations of the village.
   (e)   The petition for annexation is to be accepted and directs the Plan Commission of the village to prepare an amendment to the zoning ordinances setting forth the permanent classification and regulation for the zoning of the annexed territory, and to submit its recommendations to the Village Board.

   (a)   A petition for direct annexation of the following described territory of the Town of Beaver, Polk County was filed with the Village Clerk on October 21, 1998, whereas, said lands are described as follows:
 
Outlet 1 of that Certified Survey Map recorded in Volume 11 of Certified Survey Maps on page 46 Document Number 561362 in the office of Register of Deeds in and for Polk County, being a part of the NE quarter of the NE quarter of Section 36, Township 34 N, Range 15 W, Polk County.
 
   (b)   The Village Attorney has investigated the petition and has certified to the Village Board it was signed by the sole owners and all electors of the land described in the petition as of the date of the filing of the petition and that the land to be annexed is property described and is shown on the scale map attached thereto, is contiguous to the village and is unincorporated.
   (c)   The Village Board has determined the petition for annexation of the above described territory is sufficient and legal conforming with the requirements of Wis. Stats. § 66.021.
   (d)   The petition for annexation be accepted and directs the Village Clerk to notify the Clerk of the Town of Beaver, Polk County of the acceptance of the annexation petition, either by personal service or registered mail, the return receipt requested, in accordance with Wis. Stats. § 66.021(5)(a).
   (e)   The above described territory in subsection (a) shall be a part of the village for any and all purposes provided by law and all persons within such territory shall be subject to all ordinances, rules, and regulations of the village.
   (f)   The petition for annexation is to be accepted and directs the Plan Commission of the village to prepare an amendment to the zoning ordinances setting forth the permanent classification and regulation for the zoning of the annexed territory and to submit its recommendations to the Village Board.
