It is the purpose of this district to preserve well-defined neighborhoods by accommodating residential uses of compatible type and density in a neighborhood setting. The R-1 District provides a logical transition between the PD-1 District and the Business District within the Borough.
§ 27-502 Uses Permitted by Right.

Land and buildings in R-1 Residential Districts shall be used for one of the following purposes and no others unless permitted as an accessory use or by special exception:
The following uses are permitted when a special exception is granted by the Zoning Hearing Board. Standards to be used in applying for and determining whether a special exception should be granted are found in §§ 27-1904 and 27-1905.
The following uses are permitted when approved as a conditional use by Borough Council. In addition to compliance with any specific standards cited herein, any proposed conditional use shall comply with the procedures and standards contained in § 27-2009.
Bed-and-breakfast operation, in accordance with § 27-1322.
