CHAPTER 168

ZONING - OFF-STREET PARKING

168.01 PARKING REQUIREMENTS.

   In all districts, except the “B” General Business District, there shall be provided at the time any building or structure is erected or structurally altered (except as otherwise provided in this chapter) off-street parking spaces.

168.02 NUMBER OF PARKING SPACES.

   Off-street parking spaces shall be provided in accordance with the following requirements:
   1.   Each single unit and two-unit dwelling shall provide parking space on the lot occupied by the main building, or garage space in the main building or in an accessory building, sufficient to accommodate two motor cars. Multiple-unit dwellings shall provide one and one-half parking spaces per dwelling unit.
   2.   Motels, boarding houses and lodging houses shall provide at least one off-street parking space for each individual sleeping or living unit.
   3.   Hotels shall provide at least one off-street parking space for each three sleeping rooms or units.
   4.   Church, school and college auditoriums, theaters, general auditoriums, stadiums, and other similar places of public assembly which are erected on new sites shall provide one off-street parking space for each 20 seats of the audience seating capacity provided in the main auditorium. Said parking space shall be provided on the same lot as the place of public assembly or on another lot within 500 feet of said place of public assembly.
   5.   Hospitals, clinics, sanitariums, dispensaries, and welfare institutions shall provide at least one off-street parking space for each 500 square feet of floor area in said buildings, such space to be located within 300 feet of the building devoted to the aforementioned uses.
   6.   Offices or studios of professional persons and funeral homes shall provide one off-street parking space for each 300 square feet of floor space in the building developed for the aforementioned uses.
   7.   Restaurants, cocktail lounges, night clubs, bowling alleys, dance halls, skating rinks or similar establishments shall provide one off-street parking space for each 100 square feet of floor area devoted to the aforementioned uses.
   8.   Community centers, libraries, museums or art galleries shall provide 10 off-street parking spaces plus one additional off-street space for each 300 square feet of floor area in excess of 2,000 square feet.
   9.   Retail stores or personal service establishments, except as otherwise specified in this chapter, shall provide one off-street parking space for each 200 square feet of floor area.
   10.   Seasonal camps or cabins shall provide one off-street parking space for each two beds or for each cabin or sleeping unit, whichever is greater.
   11.   The minimum off-street parking space requirements for an establishment in the industrial districts shall be one parking space for every two employees on the maximum working shift plus space to accommodate all trucks or other vehicles used in connection therewith.

168.03 PARKING SPACE COMPUTATIONS.

   In computing the number of such parking spaces required, the following rules shall govern:
   1.   “Floor area” means the floor space within the outside line of walls and includes the total of all floors of a building. It does not include porches, garages, or space in a basement or cellar when such basement or cellar space is used for storage or incidental uses.
   2.   Where fractional spaces result, the parking spaces required shall be increased to the next whole number.
   3.   The parking space requirement for a use not specifically mentioned in this chapter shall be the same as required for a use of similar nature as determined by the Planning and Zoning Commission.
   4.   In the case of simultaneous mixed or joint uses, the parking spaces required shall equal the sum of the requirements of the various uses computed separately.
   5.   Whenever a building or use constructed or established after the effective date of the Zoning Code is changed or enlarged in floor area, number of employees, number of dwelling units, seating capacity or otherwise, to create a need for an increase of ten percent or more in the number of existing parking spaces, such spaces shall be provided on the basis of the enlargement or change. Whenever a building or use existing prior to such effective date is enlarged to the extent of 50 percent or more in floor area or in the area used, the building or use shall then and thereafter comply with the parking requirements set forth in this chapter.

168.04 PARKING SPACE LOCATION.

   Off-street parking spaces may be located within the required front yard of any business or industrial district, but no off-street parking shall be permitted in the required front yard of any residential district except upon a driveway providing access to a garage, carport or parking area for a dwelling.

168.05 PARKING OF RECREATIONAL VEHICLES.

   Recreational vehicles shall not be parked or stored within the front yard of a lot in any residential district. Recreational vehicles may be parked or stored within the side yard or rear yard of a residential lot or within an enclosed garage. Recreational vehicles shall not be used for human occupancy in any residential district for more than 72 hours. Recreational vehicles of any kind or type without current license plates shall not be parked or stored on any lot unless within a completely enclosed building. For purposes of this section, “recreational vehicle” means any vehicle designed for use as temporary living quarters for recreational, camping, travel or seasonal use.
