Filing Deposit And Fee. For the purpose of wholly or partially defraying the costs of the proceedings prescribed herein, including publication costs, the applicant, upon the filing of the application, shall pay to the City Clerk a deposit in the amount of one hundred dollars ($100.00). Promptly upon the filing of any such application, the City Clerk shall refer the application to the Planning and Zoning Commission for study and recommendation and shall report to the Board of Aldermen concerning the nature of the application and that said application has been referred to the Planning and Zoning Commission. The City Clerk shall refund the amount of the deposit to the applicant, less the actual costs incurred by the City, upon a written finding of the Zoning Officer that a refund is due to the applicant at the conclusion of all proceedings of the application.
