(A) The addressing system currently in existence for those buildings, lots and occupied structures adjacent to any street, lane or highway shall remain in effect where feasible and in accordance with the County Emergency Telephone System.
(B) In any case where a discrepancy exists and in all cases where the discrepancy poses a risk to the effective and efficient public services such as police, fire and/or emergency medical services, the County 911 Coordinator will confer with the City Clerk and Street Superintendent to rectify the discrepancy as soon as possible.
(C) The city retains all authority for street naming and changing street names as pursuant to 65 ILCS 5/11-80-19.

§ 150.02 AUTHORITY.
The County 911 Coordinator shall suggest to the City Council the assignment of addresses for any building or lots adjacent to any street, lane or highway in the corporate areas of the city, including those that have not been numbered, pursuant to the following.
(A) All numbers for buildings, lots or occupied structures adjacent to any street, lane or highway within the city limits shall be made in uniform manner mutually agreed upon by the County Emergency Telephone System Board and the United States Postal Service.
(B) Each house, building, lot or occupied structure shall be assigned a separate number. A number or alphabetical letter shall be assigned for each separate occupant, i.e., apartment, company and the like, within a building or other occupied structure.
(C) Existing numbers shall be changed only as necessary to ensure the effectiveness and efficiency of the enhanced 911 system in the county, as determined in the judgment of the County 911 Coordinator, the City Clerk and the Street Superintendent and with the approval of the City Council.
(D) Written notification of the proper address of each house, building, structure or lot shall be given to its owner, occupant or agent or all instances where a new number has been assigned under the terms of this chapter.

§ 150.03 CONSIDERATION AND ADOPTION.
The County 911 Coordinator shall present a list of suggestions for the assignment of addresses for any building, lots or occupied structures adjacent to any street, lane or highway within the city limits to the City Council at the first regular scheduled Council meeting of each month for consideration and adoption. In the event that said addresses are adopted, they shall take effect immediately after the corporate authority has adopted the change in accordance with 65 ILCS 5/11-80-18 and after due notice has been given to the United States Postal Service.

§ 150.04 PLACEMENT OF NUMBERS.
(A) The owner, occupant or agent of each house, building or other structure assigned a number under the uniform numbers system provided in this chapter shall place or cause to be placed such numbers on or near the house, building or other structure within 60 days after receiving notification of the propr number assignment.
(B) The owner, occupant or agent of each house, building or other structure in the corporate area of the city that has previously been addressed, shall also place or cause to be placed such number on or near the house, building or other structure within 180 days of the enactment of this chapter.
(C) Cost and installation of the numbers for the structures shall be paid for by the property owner. Numbers shall not be less than three inches in height. All numbers shall be made of durable and clearly visible material.
(D) All numbers shall be conspicuously placed immediately above, on or at the side of the appropriate door to the house, building or other structure so that the number is clearly visible from the street. In cases where the structure is situated so that the numbers placed upon it cannot be visible from the street, the structure number shall be placed near the walk, driveway or common entrance to the structure or upon the mailbox, gate post, fence or other appropriate place so as to be clearly visible from the street.

§ 150.99 PENALTY.
(A) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99.
(B) Any violation of § 150.04 shall be a violation of this chapter, and the violator shall be subject to a fine of not more than $25 for each day of said violation, plus court costs and surcharges.
