ZONING DISTRICTS

AND MAP

§ 162.045 DISTRICTS.

   (A)   In order to classify, regulate and restrict the location of trade and industry, and location of buildings designated for specific uses, to protect residential uses, to regulate and limit the height and bulk of buildings hereafter erected or altered, to regulate and limit the intensity of the use of lot areas and to regulate and determine the areas of yards and open space within and surrounding the buildings, the city is hereby divided into zoning districts.
   (B)   The use, height and area regulations shall be uniform in each district, and the districts shall be known as:

R-1
Low Density Residential
R-2
Medium Density Residential
RC
Residential Conservancy
RR/LA
Rural Residential/Limited Agriculture
RRGT
Rural Residential Growth/Transitional
TDC

§ 162.046 OVERLAY MAP.

   The overlay map will include the following zones:
   (A)   PUD Planned Unit Overlay District;
   (B)   Shoreland Overlay District;
   (C)   Floodplain Overlay District;
   (D)   Emergency Response Area; and
   (E)   Heritage Preservation Overlay District.

§ 162.047 MAP.

   (A)   The boundaries of the aforesaid districts are hereby established as shown on the “zoning map” and the “overlay district map” of the city, which is hereby incorporated as a part of this chapter.
   (B)   The map, together with a copy of this chapter, shall be available for public inspection in the office of the City Clerk.
   (C)   Any changes in zoning district boundaries shall be recorded on the map.
   (D)   Changes are effective upon adoption of an amendment by the City Council.

§ 162.048 BOUNDARIES.

   (A)   The district boundaries are either streets or alleys, unless otherwise shown and where the designation of the zoning map and overlay district map indicates that various districts are approximately bounded by the centerline of a street or alley, such street or alley centerline shall be construed to be the district boundary line.
   (B)   Where the district boundaries are not otherwise indicated and where the property has been or may hereafter be divided into lots and blocks, the district boundaries shall be construed to be the lot lines and where the designations on the zoning map are approximately bounded by lot lines, the lot line shall be construed to be the boundary of the district.
   (C)   In un-subdivided property, the district boundary lines shown on the zoning map and overlay district map shall be determined by use of the scale shown on such map.
      (1)   Annexed territory. Any land which may be annexed to the city in the future shall be placed in the RC Residential Conservancy District until action of the City Council shall assign the land to another district.
      (2)   Overlay districts.
         (a)   Overlay districts, as defined in § 162.013 of this chapter and provided for in §§ 162.060 through 162.073 of this chapter, are hereby established.
         (b)   In the event of conflicting provisions between the underlying zoning district and the overlay district, the overlay district standard shall generally apply, unless specifically determined otherwise by the Planning Commission.
