There is hereby established a Comprehensive Zoning Plan for the Town of Wallkill, which plan is set forth in the text and map that constitute this chapter. Said plan is adopted for the purposes set forth in §§ 261, 263 and 281[1] of Article 16 of the Town Law of the State of New York which, in the interest of the protection and promotion of the public health and safety, convenience, morals, amenities and general welfare, shall be deemed to include specifically the following, among others:
The encouragement of flexibility in the design and development of land in such a way as to promote the most appropriate use of lands to facilitate the adequate and economical provision of streets and utilities and to preserve the natural and scenic qualities of open lands.
The protection and preservation of the natural ecological structure, including protection of groundwater supplies, stream banks, water bodies, steep slopes and the natural vegetation cover.
