TITLE ONE
Planning
1101.01 COMMISSION ESTABLISHED.
There is established a Planning Commission consisting of five members: the Mayor, the Director of Service and Safety and three residents of the City.
1101.02 TERM; COMPENSATION.
Three residents shall be appointed by the Mayor for a term of six years, except that the term of one of the members of the first Commission shall be for four years and one for two years; they shall serve without compensation.
The resident members of the Commission shall hold no other public office or be otherwise in the employ of the City.

1101.03 POWERS.
The Planning Commission shall have the powers conferred and authorized by Ohio R.C. Sections 713.01 et seq.

1101.04 PLANNING COMMISSIONER.
There is created the position of Planning Commissioner, who shall be appointed by the Mayor, shall serve during the pleasure of the Mayor and shall perform such duties as delegated to him by the Planning Commission.

1101.05 ADMINISTRATIVE DIRECTOR AS SECRETARY.
The Administrative Director of Building and Planning is appointed to serve as Secretary for the Planning Commission. He shall perform such duties as required by such Commission, in addition to his duties as Administrative Director of Building and Planning. The duties of the Secretary of the Planning Commission shall include the preparation and custody of the files and records of the Planning Commission.

1101.06 REPORTING TO COUNCIL.
The Planning Commission, when required by law to report recommendations to Council, shall furnish each councilman with a copy of the recommendation which shall include the reason or reasons for such recommendation.
