ARTICLE II

Community Development Objectives

§ 350-7 Community development objectives.

The Washington Township Supervisors state the following legislative finding with respect to land use, density of population, location and function of roads, and other community facilities and utilities, and other factors that the Supervisors believe relevant in establishing community development objectives for the future development of the Township. It is the purpose of this chapter to reflect the objectives of the Township, to establish such other objectives as may be deemed necessary, and to provide the means and regulations whereby these objectives may be attained.
A. 
Encourage balanced and appropriate growth and development that maintains rural character of Township;
B. 
Balancing agricultural productivity of prime soils and assure the continuance of farming as an important commercial operation and life style and other forms of appropriate development;
C. 
Encourage more flexible land development which will preserve, protect, manage and enhance environmental and natural resources, such as streams, floodplains, groundwater, wooded areas, steeply-sloping areas of unusual attractiveness in the natural environment;
D. 
Provide wide variety and choice of housing opportunities for Township residents, including young families and the elderly who need affordable housing as well as new residents moving to the Township;
E. 
Provision of efficient and safe transportation system minimizing adverse impacts on the Township;
F. 
Promote extension of community facilities and services whenever practicable to existing population centers to meet community needs and to areas where growth is both anticipated and recommended based on the most appropriate land use;
G. 
Discourage the placement of waste facilities that could compromise the natural environment, the quality of life, and/or the health and safety of existing and future Township residents;
H. 
Encourage the development and reuse of former surface mined land;
I. 
Encourage the planning, design, and development of building sites in such a fashion as to provide for compatible land uses, balanced and appropriate growth and development where the infrastructure exists, and maximum safety and human enjoyment while adapting development to, and taking advantage of, the best use of the natural terrain; and
J. 
Promotion of adequate active and passive recreational amenities for existing and future Township residents.
