Sec. 18-16. - Authority, duties of township supervisor.

(a)

The township supervisor shall exercise general supervision and control over the police department.

(b)

The supervisor shall exercise and assume the following powers and responsibilities:

(1)

The supervisor shall assume and exercise general supervision over the police department and make all proper rules and regulations for the government and discipline of the department subject to the approval of the township board.

(2)

The supervisor shall have custody and control of all property, books and records, and equipment belonging to or pertaining to the operation of the police department.

(3)

The supervisor shall have general control over law enforcement and shall exercise this control through the police chief who shall be responsible for the direction of all actual police work.

(4)

Subject to the approval of the township board, the supervisor may change titles and create such offices and positions within the police department as the needs of the department shall require but this authority shall not extend to the office of police chief.

(5)

The supervisor shall provide through the purchasing/personnel department, subject to such regulations as the township board may impose, for the purchase of all materials and supplies, tools, implements and apparatus which are necessary for the proper functioning of the police department.

(6)

The supervisor shall have such other powers and authority as are reasonably necessary to the proper discharge of the supervisor's duties.

(c)

At such times as the township board may require, the supervisor shall render to the board a complete report of the operations of the police department. Such report shall include the number of arrests made, numbers and types of complaints and similar data which will enable the township board to judge the level of performance of the police operations within the township. Annually, prior to the end of the fiscal year, the supervisor shall present to the township board his estimate of funds necessary for the proper operation of the police department for the coming fiscal year.

Sec. 18-17. - Established.

There shall be established in and for the township a police department which shall be responsible for maintaining the public peace and good order and enforcing all ordinances of the township and all laws of the state.

Sec. 18-18. - Powers of arrest.

The police department in carrying out of its duties may arrest and prosecute offenders in the several justice courts of the township and, through the office of the county prosecuting attorney, in the circuit court for the county. Members of the police department shall be construed to be peace officers with all of the powers of a deputy sheriff within the township.

Sec. 18-19. - Rights of existing members.

All members of the police department existing in the township on August 9, 1961, shall be entitled to the rights granted under this article and shall be considered to have been employed in the police department in accordance with the qualifications and methods of employments set forth in this article.

Sec. 18-20. - Police chief.

The direction of the police department shall be under the control of the police chief, who shall be appointed by the township board. The police chief shall be responsible to the supervisor for the efficient operation of the police department in accordance with the rules and regulations promulgated by the supervisor.

Sec. 18-22. - Oath of office.

The chief of police shall require each member of the police department to take the constitutional oath of office and shall provide for the registry of a certificate thereof in a book to be kept for that purpose.
