As used in this article, the following terms shall have the meanings indicated:
PLACE OF PUBLIC ASSEMBLYAny church, religious or charitable use, structure, private school, auditorium, stadium, social hall, fraternal hall, theater or any place of public assembly where 10 or more persons are scheduled to occupy or congregate in any part of the structure more than one day during each calendar year for religious, charitable, social or civic purposes. This definition shall apply regardless of whether the assembly is originated by the owner or renter of the structure. In the event this definition is sought to be interpreted and as an aid to construction, the building or structure to which this article shall apply shall be any building or structure which can reasonably be construed to be within the meaning of N.J.S.A. 54:4-3.6 as made, provided and amended; provided, however, that this article shall specifically exempt and exclude any public school of the Town of West New York which is organized and operated pursuant to Title 18A of the New Jersey Statutes Annotated, Miller Stadium and any building or structure used for federal, state, county or municipal government purposes, including any building or structure used for federal, state, county or municipal election purposes, pursuant to Title 19 of the New Jersey Statutes Annotated, and any building or structure to be used and occupied exclusively as a residence for the physically or mentally handicapped, senior citizens or for hospital or public health clinic purposes.
