57 OFF-STREET PARKING AND LOADING STANDARDS

§ 17.57.010 Purpose.

The purpose of these standards is to provide safe on-site circulation for motorists, bicyclists and pedestrians and to provide adequate parking, pedestrian facilities and access.
(Ord. 21-20 § 21, 2020)

§ 17.57.015 Driveway gates.

If the site has street frontage that includes a driveway, and the driveway is gated, then the vehicle gates minimum setback shall be 18 feet, exempting along local streets single-family and duplex developments.
(Ord. 13-26, 6/16/2026)

§ 17.57.020 Vehicle parking.

Parking areas shall contain at least the number of parking stalls or spaces as designated below for the following uses, with the exception of those commercial or industrial zoned properties, less than two acres in size, located between the Yakima River Bridge and N. 62nd Avenue and whose primary access is off of Van Giesen Street (Hwy. 224), which may reduce the overall minimum number of required parking spaces by 50 percent:
A.
The number of required off-street parking spaces shall be based on the following:
1.
"Gross square feet" shall mean the total area of the specific use.
2.
Where fractional spaces result, the parking spaces required shall be rounded up to the nearest whole number.
3.
Uses not specified in Table 17.57.2 shall provide parking based on a use of similar nature.
4.
New Construction. Prior to occupancy of a new structure, off-street vehicle parking shall be provided pursuant to Table 17.57.2.
5.
Expansion of Existing Use. Prior to occupancy of an expanded (enlarged) floor area, off-street vehicle parking shall be provided pursuant to Table 17.57.2 based on the expanded square footage.
6.
Change of Occupancy. If a change in the occupancy classification is required, off-street parking shall be provided pursuant to Table 17.57.2 based on the proposed use prior to occupancy.
7.
In the case of multiple-use occupancies, other than shopping centers, in a building or on a lot, the total requirement for off-street parking shall be the sum of the requirements for the various uses computed separately.
8.
Tandem spaces shall not count as required parking for more than one vehicle.
9.
All driveway, drive aisle, parking, maneuvering, and loading areas shall be paved, including areas in excess of minimums, with exceptions:
a.
Single-family dwellings, manufactured dwellings on individual lots, and duplexes or two-family dwellings:
i.
Front.
(A)
Parking area in a yard abutting the street and next to a driveway that leads to an attached garage or carport, if on the side of the driveway closest to a parallel lot line, may be gravel, which shall widen at an angle as if it were driveway pavement per the constraints of § 17.57.145C.1.b and c.
(B)
Along a street with no curb, an additional area of gravel is permissible as follows if not superseded by a city public works specification or standard: Along the street asphalt edge, parking spaces that are in excess of the minimum number may be provided as gravel within maximum distance of the asphalt of (1) 18 feet for perpendicular parking; (2) 16 feet for angled parking; or (3) eight feet for parallel parking; however, other parking pavement regulations remain in force including that (a) any loop driveway remains required to conform to §§ 17.09.130, 17.57.081; and 17.57.145C.2, and (2) Table 17.57.081.1 remains applicable to the gravel excess parking that is partly or wholly in the yard outside of ROW.
ii.
Side and Rear. Parking area past a yard abutting a street, specifically in the interior side yard and rear yard, may be gravel.
b.
C-LI & LI Zoning Districts. Outdoor storage areas used for equipment that would damage pavement may be gravel, motor vehicles excluded from consideration as such equipment. The gravel installation specification shall be as follows: Six inches of one-inch minus to three-inch minus gravel, and, if three-inch minus is used, the top two inches shall be one-inch minus. Along a street with curb, gravel setback from right-of-way shall be minimum 18 feet.
10.
The director may allow a reduction up to 25 percent when the applicant makes a written request demonstrating site conditions that prohibit compliance with these requirements (not applicable to those commercial or industrial zoned properties, less than two acres in size, located between the Yakima River Bridge and N. 62nd Avenue and whose primary access is off of Van Giesen Street (Hwy. 224), which may reduce the overall minimum number of required parking spaces by 50 percent.
11.
If the administrator finds that parking demands on the use may be sporadic or seasonal, he may reduce the required parking by 50 percent if the decreased parking is available when needed within 400 feet.
B.
Location of parking spaces, except as follows:
1.
All parking spaces required herein shall be located on the same parcel with the building or use served unless:
a.
The parking is located on a contiguous parcel or parcels under the same ownership and title notice is filed identifying the parking serving the other building or use; or
b.
If the required parking for a building or use is located on a parcel(s) other than described in subsection B.1 of this section, the owner of the parcel upon which the proposed parking is located executes a joint parking agreement in a form acceptable to the city attorney, stating that the parcel is devoted in whole or in part to required parking for the use of a parcel or parcels under separate ownership. The agreement shall be binding on both properties and shall be recorded with the Benton County auditor's office and filed with the West Richland department of community development;
c.
Where shared parking is proposed, the minimum number of parking spaces for all shared uses shown on Table 17.57.2 shall be calculated. When these totals are applied to the percentages shown on Table 17.57.1, the minimum number of parking spaces required is the largest sum of the individual totals for each time period;
d.
Parking not provided on the same site as the use or structure shall not be separated from the use or building by a street designated as an arterial.
