- SPECIAL PROVISIONS
16.1
Applicability. Applicants or town staff may request a pre-application conference with the planning board, or its designated representative(s). A pre-application conference is intended to allow the designated agency to:
16.1.1
Acquaint the applicant with the comprehensive plan and any specific plans that apply to the parcel, as well as the zoning and other ordinances that affect the proposed development;
16.1.2
Suggest improvements to the proposed design on the basis of a review of the sketch plan;
16.1.3
Advise the applicant to consult appropriate authorities on the character and placement of the public utility services; and
16.1.4
Help the applicant to understand the steps to be taken to receive approval.

17.1
Development plan review established. There shall be development plan review for uses that are permitted by right under the zoning ordinance.
17.2
Permitting authority. The permitting authority shall be [administrative officer, technical review committee, planning board]
17.3
Specific and objective guidelines. Design of all projects shall be consistent with the provisions of the regulations.
17.4
Waivers. The authorized [permitting authority] may grant waivers of design standards as set forth in the regulations.
17.5
Appeal. A rejection of the decision shall be an appealable decision pursuant to RIGL §45-23-71.
