No buildings or premises shall be used, altered or erected which are arranged, intended or designed to be used for any purpose except when the building is of a community nature to be enjoyed by the citizens of Westville or the citizens generally.

Any building to be erected, constructed or placed on any location in this district shall first be approved by the Borough Council.

A lot shall be used for the following purposes and no other:
