- DISPLAY OF AUTHORIZED MUNICIPAL STREET ADDRESS
The owner of every house or building in the city, or occupant or agent in charge thereof, has a duty to display a building/residence number in accordance with the provisions of this article.

(a)
The owner, agent of the owner or the occupant of such building/residence shall provide himself with the number designated by the zoning administrator and shall conspicuously place the same as follows:
(1)
The number shall be displayed in a location visible from the road upon which the address number is assigned.
(2)
If such building/residence has a mailbox on the same side of the road as the physical building/residence, numbers shall be placed on both sides of the mailbox. However, under the following circumstances, display of the number on a mailbox is not sufficient to meet the requirements herein and shall be governed by the requirements of subsection (a)(3) of this section:
a.
There is no mailbox;
b.
The mailbox is on the opposite side of the road from the home;
c.
There are multiple mailboxes at the location.
(3)
Numbers must be placed on the house or building, preferably at front doors, but only if they are readily visible from the road (within 50 feet) and the view of the numbers is not blocked by trees or shrubs. As used in this section, the term "front" means that side of the building which faces or aligns with the main or primary street or parking lot on which such building is situated.
(4)
Numbers may be placed on a private sign or post at the entrance to the driveway, at a height of three to four feet.
(5)
Numbers should be at least three inches high for residences and at least two inches high on mailboxes.
(6)
Numbers should be plain block numerals, not script or written numbers.
(7)
Numbers should be set on a background of contrasting color, preferably black on white. Reflective numbers are desirable.
(b)
House or building numbers shall not be placed on utility poles, parish road signposts, or anywhere within the road.

(a)
Numbers provided for in this article shall be of neat design and not less than three inches in height for residences, and not less than six inches in height for businesses, and shall be of such material as to ensure durability, and shall be of such color and nature as to ensure visibility.
(b)
If a number is not legible or visible from the street, the number shall be installed near the street and be legible and visible at all times.

Apartment house.
(1)
An apartment house is a residential building in which the rooms are arranged and rented as apartments. An apartment is a room or set of rooms fitted especially with housekeeping facilities and leased as a dwelling. Apartment houses shall be numbered as follows: the apartment house shall be given one street number, and each individual apartment shall be given an apartment number.
(2)
It shall be the responsibility of the apartment owner to number and to display the individual apartment numbers on apartment buildings. (For example, 5352 (Name) Street, Apartment 1802; 5352 (Name) Street, Apartment 1803; etc.)
(b)
Residential condominium complex. A residential condominium complex is a building or group of buildings with individually owned units. Each building shall be given a street number and each condominium unit shall be given a unit number. Unit numbers shall be assigned by the property owner in accordance with emergency 911 guidelines and approved by the zoning administrator. (For example, 62 (Name) Street, Unit 1.)
(c)
Commercial complex.
(1)
A commercial complex is a building or group of buildings used for commercial or industrial use. Each building shall be given its own street number and each unit within that building shall be given its own unit or suite number. (For example, 107 (Name) Street, Suite 1.)
(2)
Where there are multiple roads in a complex, each road shall be given a street name, and each building shall have its own street number. In the case of commercial condominiums, each unit in a building shall have its own unit number, and further subdivisions shall be given a letter. (For example, 113 (Name) Street, Unit 3; 113 (Name) Street, Unit 3A; etc.)
(d)
Combined commercial and apartment complex. A combined commercial and apartment complex is a building or group of buildings used for commercial use in which there may also be apartments. Each building shall be given its own street number; each commercial unit shall be given its respective unit or suite number; and each apartment shall be given its respective apartment number. At no time shall any unit or apartment in the same building be given the same number. (For example, 58 (Name) Street, Unit 1; 58 (Name) Street, Unit 2; 58 (Name) Street, Apartment 3; etc.)
(e)
Duplex house. A duplex house is a dwelling consisting of two separate family units which are separated from each other by a wall that extends from ground to floor. Each family unit shall be given its own street number. (For example, 5 (Name) Street; 7 (Name) Street.)
(f)
Single-family dwelling. A single-family dwelling is a detached one-family house which shall be given its own street number. (For example, 1436 (Name) Street.)
(g)
Single-family dwelling with apartment. A single-family dwelling with apartment is a primary residence with an accessory apartment. The primary residence shall be given a street number, and the accessory apartment shall be given that street number along with an apartment number. (For example, 2502 (Name) Street; 2502 (Name) Street, Apartment 1.)

Every structure with more than one principal use or occupancy shall have a separate number for each use or occupancy.

(a)
For new constructions, the property owner shall display the assigned address number before requesting a final building inspection.
(b)
For existing structures, within 30 days after receiving written notification that the official number has changed or that any building/residence number is not properly displayed, the owner or tenant shall display the number in compliance herewith and shall remove any obsolete number.
(c)
If the owner, occupant or agent fails to comply with this provision within ten days of notice of noncompliance, the city shall be entitled to affix such numbering, and to charge the owner, occupant or agent of the building or property in an amount as established by the city council from time to time, for such affixation, said sum to be affixed to the next monthly water bill addressed to the owner and or occupant of the service address.
(d)
Whenever any number is put on a building or structure in accordance with this article and the same afterwards becomes illegible or defaced or is in any way destroyed, it shall be replaced within ten days after such occurrence by the owner, occupant or agent of the premises. Failure to comply shall entitle the city to affix such numbering and to charge the owner, occupant or agent of the building or property in an amount as established by the city council from time to time, for such affixation, said sum to be affixed to the next monthly water bill addressed to the owner and/or occupant of the service address.

The zoning commission is hereby designated for approving the official number of each building and lot assigned by the property owner within the city. Said assignments shall be in accordance with emergency 911 guidelines.

The city code enforcement division, as well as the police department, the fire department and the inspections division shall be empowered to issue citations for violations of this article.

(a)
All new and existing streets that serve two or more properties shall be named regardless of whether the ownership is public or private. All private streets that serve one or two properties shall be named upon request of a street owner and approval of the authorized city official. A "street" refers to any highway, road, street, avenue, lane, private way, or similar paved, gravel or dirt thoroughfare. The term "property" refers to any property on which a more or less permanent structure has been erected or could be placed. All proposed names for streets within proposed new subdivisions shall be reviewed by the planning and zoning commission. A street name assigned by the city shall not constitute or imply acceptance of the street as a public way.
(b)
The following criteria shall govern the naming system of new streets:
(1)
No two streets shall be given the same name within the local 911 service area (e.g., no Pine Road and Pine Lane);
(2)
No two streets should have similar-sounding names within the local 911 service area (e.g., Beech Street and Peach Street);
(3)
Each street shall have the same name throughout its entire length.

(a)
Property owners or developers of property associated with new or unnamed streets or access easements may petition the city to name such streets. In some cases, an existing named street may be considered for renaming if it is deemed by the zoning commission that such renaming is necessary for efficient operation of the 911 system. The procedures and criteria in subsection (b) of this section shall be followed.
(b)
Applications by individuals or developers for naming or renaming of streets shall be made to the planning and zoning commission, and shall include the proposed street name and a vicinity location map. The proposed street name must be reviewed and approved by the zoning administrator based upon a public need for the renaming.
